The City of Fort Madison is now accepting bids for the Asphalt Overlay Program. Final
proposals must be submitted to the City Clerk at 811 Avenue E, Fort Madison, Iowa
52627 and clearly marked, “2026 Street Asphalt Overlay Phase 1” by 3:00pm on
Tuesday, June 30th, 2026. At that time, the accepted bids will be opened in the Council
Chambers at City Hall. The completion deadline for this project is Friday, November 6th,
2026. The City of Fort Madison reserves the right to reject any or all bids, to waive minor
technicalities and accept or reject any or all bids due to past workmanship or pricing. The
Public Works Director, Mark Bousselot or Street Supervisor, Scott Green will be available
for tours and questions until June 23th, 2026. You may contact them at 319-372-7700.
The minimum requirements to bid this project should include all materials, labor, taxes,
cleanup, cleanup and seeding in ROW, placing good dirt behind the curb line, equipment
and transportation for proper execution and completion of all work. You can receive a tax
exemption certification through City Hall no later than one week prior to the start of the
project. You may contact the City Clerk, Justina Cullen, from 8:00 A.M. to 4:30 P.M.
Monday through Friday for this item.
The City of Fort Madison will complete the grinding of the old road surface and will spread
the new road rock. The contractor will finish grade, roll test with the director and place 3”
of asphalt in 1.5” lifts with tact coat. All shoulder work and cleanup will be completed by
the contractor. The City of Fort Madison will furnish all rock and a dump location if notified
within 48 hours. All approaches must extend into the adjacent intersection and lay level
with new and/or existing asphalt.
The contractor will be responsible for adjusting any fixture that is located in the street area.
Each fixture will have a 6” wide concrete circle from the edge of the fitting. Please include
in your bid.
The contractor will give a two-year warranty on road surface. The warranty will be for
cracking, splitting, or any defect that shows up due to poor workmanship or mix in the road
surface within two years of being completed.
The contractor will submit a Certificate of Insurance with the proposal. The contractor will
have until 3:00 P.M. on Friday, November 6th, 2026 to complete the work. Liquated
Damages in the amount of one hundred dollars ($100) per calendar day will be assessed
for each calendar day that the work on the total project remains uncompleted after the end
of the contract period. An allowance for extensions of the contract period, due to conditions
beyond the control of the contractor, may be considered. The contractor must make
contact with the Fort Madison School District, business owners in the area and the City of
Fort Madison 48 hours before road work is started. The contractor is responsible for all
signage and traffic control.
