NOTICE TO BIDDERS
Pursuant to the provisions of KRS 424.260, the Kenton County Airport Board (Owner) will receive
competitive sealed bids for the Concourse A Ramp Level Office Upgrades project at the
Cincinnati/Northern Kentucky International Airport (Airport) located in Boone County, Kentucky (the
“Project”). Bids will be received no later than 2:00 pm on Thursday, April 30, 2026. No bids will be
accepted after that time unless extended pursuant to an addendum issued by the Owner.
The Project includes enclosing and upgrading the existing temporary Emergency Operations Center
(EOC) to establish a permanent, fully functional EOC; expanding an existing gathering area to create
a larger conference room; enhancing finishes within the occupied Housekeeping office suite and its
associated restroom facilities; and completing finish upgrades in several vacant offices within the
project boundary.
Because a substantial portion of the space will remain occupied during the renovation, the project will
require a phased construction approach that ensures uninterrupted use of essential airport services
while maintaining safety and minimizing operational impact.

A Pre-Bid Meeting and Site Visit will be held Wednesday, April 1, 2026, at 10:00 am ET, at CVG
Airport, Main Terminal - Ticketing Level. Please RSVP by March 31, 2026, through KCAB’s online
bidding system https://procurement.opengov.com/portal/cvgairport. Select Concourse A Ramp Level
Office Upgrades then click on Events RSVP and provide the name of the person attending. NOTE:
Although attendance at the pre-proposal meeting is not limited, the subsequent walkthrough is limited
to a maximum of two (2) persons per company.
Bidders shall provide a Proposal Bond in an amount not less than 5% of the total main bid amount as
specified.
The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,
42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, notifies all bidders or offerors that it will
affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full and fair opportunity to submit bids in response to this
invitation and no businesses will be discriminated against on the grounds of race, color, or national
origin (including limited English proficiency), creed, sex (including sexual orientation and gender
identity), age, or disability in consideration for an award.
The Owner reserves the right to waive any informality or irregularity in any bid or bid guaranty, to
reject any or all bids, to award or refrain from awarding a contract for the work, and to negotiate with
the apparent qualified responsible bidder to such extent as may be beneficial to the Owner.
