Brief Description: MnDOT’s Statewide Multimodal Transportation Plan (SMTP) is Minnesota’s highest level transportation policy plan. It sets the direction for all other transportation planning work in the state of Minnesota. The SMTP has a 20-year planning horizon and is updated every five years as per federal and state statute. Stakeholders and the public provide input throughout the update process through advisory committees, working groups, and public engagement activities. Consultant work will include support for those meetings and activities and graphic design. Consultant is required to have a working knowledge of the Public Participation and Communications plans. Contract length will be approximately 2 years.

Scope of Work
Overall Approach
The 2027 Statewide Multimodal Transportation Plan (SMTP) update will provide an opportunity to dive deeper
into topics where we know more now than we did during the previous update. The final document will be a
cohesive, succinct document providing broad direction for Minnesota’s transportation system to move the
Minnesota Department of Transportation (MnDOT) and its partners to implement the long-range transportation
vision, Minnesota GO. The plan will articulate objectives, measures, strategies, and actions for transportation
decisions over the coming 20-year planning horizon.
This process is currently envisioned as an update rather than a full rewrite and restart of the plan. In addition to
incorporating the findings and recommendations of other plans and studies from the last three years and new
perspectives from the public and stakeholders, the focus for this update will be on providing greater clarity and
direction for MnDOT and partners to implement the objectives of the plan and the new Minnesota GO vision.
The 2027 SMTP will be the first iteration of the plan completed under the Minnesota GO Vision Update slated
for adoption in summer 2026.
The plan is intended to be the highest transportation policy plan for the state and sets the tone for our partners
and stakeholders. As such, it is necessary to ensure we have support both within and outside MnDOT for the
final SMTP.
The SMTP scope outlines expected tasks for MnDOT and consultant staff. Anticipated deliverables are identified
in the description of each task. A project timeline and overall summary of the roles and responsibilities for
MnDOT and the consultant team are included in the following sections.
The SMTP project team will complete key milestones ahead of the development of Minnesota State Highway
Investment Plan (MnSHIP), which is due within one year of the adoption of the SMTP. Policy guidance will need
to be drafted before MnSHIP public engagement starts, anticipated Summer 2027.

Decision Making Groups
Project Management Team
A project management team (PMT) will be the primary group to shape the approach and direction for the SMTP.
The PMT will be involved throughout the planning process from development of the public involvement and
communications plans to participation in drafting policies, strategies, and more. All information will flow
through the PMT.
PMT Membership: 3 to 5 OTSM Staff
Extended Project Management Team
The Extended Project Management Teams (XPMT) will consist of the PMT and consultant team.
Meeting Frequency
Meetings will be held twice per month for 55 minutes February 2026 to February 2028. Meetings may be
cancelled to allow time for staff to complete work items between decision points.
Advisory Committee
An advisory committee will provide strategic direction to the PMT and help ensure SMTP work in general and
final policy strategies reflect the priorities and needs of MnDOT and our transportation partners. Makeup will
include a mix of internal and external partners.

Workgroups
Workgroups will be formed in the summer 2026. Professional judgement and input collected from the public
and internal and external stakeholders during the Minnesota Go Vision update in 2025/2026 will inform
transportation areas or topics identified as top priorities. Workgroups will assist with Task 10: Plan Development
and document content and writing.
Membership
Membership will be determined once subject areas are selected, which is expected summer 2026. PMT and
others (internal and external to MnDOT) will participate in these ad hoc workgroups.
Meeting Frequency
The frequency of the workgroup meetings will be determined later.
Additional stakeholders
MnDOT will lead work with external stakeholders to align efforts across state agencies. Other planned external
and public engagement opportunities will include online engagement, tabling events, formal comment period
and public hearing. Stakeholder meeting presentations will be a primary focus. The list below is not to be
