For the

Batavia Interfaith Food Pantry & Clothes Closet Remodeling Project at 916 First Street

1. NOTICE is hereby given that the City Council of the City of Batavia, Illinois (hereinafter called the "Owner") will receive sealed bids at JDS Government Center Reception Desk at 100 N. Island Ave., Batavia, Illinois 60510, until 3:00 o’clock P.M. local time on May 21, 2025, for the construction of the Batavia Interfaith Food Pantry & Clothes Closet Remodeling Project at 916 First Street project (hereinafter called the "Project") at which time and place the bids will be publicly opened and read aloud.

2. Mandatory Pre-Bid meetings: As a pre-requisite to submit a bid, prospective Bidders are required to visit the site and attend the Pre-Bid meeting on site at 916 First Street, Batavia, IL. 60510, Tuesday, May 13th, 2025, at 1:00 o’clock P.M. local time

3. This is a cash project.

4. The work for which bids are to be received generally and briefly consists of the following:

The existing building is a 14,495 sq. ft. masonry and steel frame building with metal deck and bar joists. Interior partitions are metal stud and gypsum board. Existing spaces within the building consist of finished office spaces and open warehouse spaces. The building is being remodeled to house the Batavia Interfaith Food Pantry and Clothes Closet.

Site Work includes the removal of an existing concrete walk and concrete and asphalt paving. Construction of a new handicap accessible concrete walk and parking spaces, re-striping of existing parking spaces and construction of a refuse enclosure.

Interior work includes the replacement of exterior overhead and man doors, the demolition of existing partition walls (both warehouse and office space), and demolition of 2 existing toilet rooms. New construction includes the masonry infill of one existing overhead door opening, the addition of a commercial automatic sliding door units within a new entry vestibule, insulation and finishing of selected sections of exterior CMU walls, construction of 2 new handicap accessible toilet rooms, construction of a janitor’s closet, construction of a stair unit to an existing mezzanine level office area, and interior metal stud and gypsum board partitions.

The scope of work includes but is not limited to the following trades: carpentry, masonry, painting, HVAC, electrical, plumbing, fire alarm, and fire protection.

5. All work shall be in accordance with the specifications as set forth in the Contract Documents, plans and other State and Local regulations as applicable.

6. The proposal from the Contractor shall consist of the submission of the completed Contract Documents and supplemental addendums as received from the Owner. The bid shall be made on the BID PROPOSAL, BID SCHEDULE, BID CONDITIONS, AND BID BOND provided as part of these Bidding Documents and shall be accompanied by a bid guarantee in the form of a Certified or Cashier’s check from a responsible solvent bank or Bid Bond made payable to the City of Batavia in the amount of five percent (5%) of the bid amount. The amount of the bid guarantee shall be forfeited to the Owner if the Bidder neglects or refuses to enter into a Contract or to furnish performance security after the bid has been accepted.

7. The Contractor shall provide a written statement as part of the Bid submittal of verifying their ability to commence work on the project within the time specified in the Contract Documents.

8. The Owner intends to accept the lowest responsible bid and the Owner reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids. The Owner reserves the right to defer the acceptance of any bid and the award of a Contract for a period not exceeding sixty (60) days after the date of opening the bids. The public bid opening date is May 21, 2025, at 3:00 o’clock P.M. local time.

9. The successful Bidder to whom the Contract shall be awarded shall sign the Contract, furnish a Performance Bond, or Letter of Credit in amounts equal to one hundred ten percent (110%) of the Contract Amount and required Certificates of Insurance, within fifteen (15) calendar days after the Contract has been awarded. Failure to do so shall make the Contract null and void.

10. Bidders are advised of the following requirements of this contract: 1) Illinois Prevailing Wage; 2) 5% Bid Security with submittal of bid; 3) 110% Performance Security within fifteen (15) calendar days after Contract award; 4) applicable OSHA and EPA requirements; 5) HUD Federal Funded project requirements.

11. Bid package (Instructions to Bidders, Contract Documents, Plans, Specifications and Special Provisions) for use by prospective Bidders and interested suppliers may be obtained from Public Properties & Services – Public Works, 200 N. Raddant Road, Batavia, Illinois, 60510.
