REQUEST FOR BIDS
CITY VEHICLES
The City of Post Falls, Idaho, is requesting Quotes Bids for the purchase of Two (2) New 2026 Cab and Chassis with
Dump Bed (6-Wheel) each with a snow plow. The Request for Bid packet may be obtained on the City’s website at
www.postfalls.gov.
All questions relating to this solicitation must be emailed to showard@postfalls.gov. The City Clerk must receive all
questions no later than 12:00 noon, PDT, on February 11, 2026. Written responses to questions shall be provided
through an addendum which will be posted on the City’s website. Proposers may not contact other City of Post Falls
officials or employees regarding this solicitation.
Bids must be delivered or mailed in a sealed envelope to the City of Post Falls 408 N Spokane St Post Falls, ID 83854. Bids
must be received by the City Clerk no later than 10:00 a.m., PDT, February 19, 2026. The outside of the sealed
delivery envelope must be clearly marked “CITY VEHICLES PF-2026-1.” All Bids will be date and time stamped as
they arrive in the City Clerk. The City Clerk will publicly open the sealed Bids a t 1 0 : 0 5 a m on February 19, 2026,
at City Hall, 408 N Spokane St, Post Falls, Idaho. The name of each proposer will be read into the public record.
The Post Falls City Council reserves the right to accept or reject any or all Bids, to waive any irregularities in the
materials received, and to accept the Bids that are in the best interest of the City.

SECTION I
Purpose and Background
1.1 Purpose
o The purpose of this solicitation is to procure two 2026 Cab and Chassis with
Dump Bed (6-wheel), each including a snow plow, new and unused, of
various configurations for use by various departments within the City of Post
Falls:Two (2) New 2026 Cab and Chassis with Dump Bed (6-wheel), each
with snow plow.
1.2 Background
The City of Post Falls is looking for a vendor, or vendors, able to suggest and provide vehicles
that will best fit the City’s needs based on the intended use and users of the vehicles.
The City fleet maintenance shop will provide routine maintenance and most repairs on all vehicles.
Vendors are expected to provide warranty repairs, or to coordinate and cover expenses for such
repairs, and to assist the maintenance shop with troubleshooting and/or repairing other issues
that may arise.
SECTION II
Instructions to Proposer
2.1 General
1. The Proposer shall define the capability of his organization to supply the services requested.
The response must be specific and complete in every detail, prepared in a simple and
straightforward manner.
2. The Proposer is advised to read this solicitation in its entirety. Failure to read and/or
understand any portion of the solicitation shall not be cause for waiver of any portion of this
solicitation.
3. Attendance at the Pre-Proposal Conference is optional but recommended.
4. Any variation or deviation from the specifications must be clearly stated in writing and
submitted as part of the response.

5. The City of Post Falls may request the Proposer to whom it intends to award the Contract
to submit information necessary to satisfy the City that the proposer is adequately prepared
to fulfill the contract.
6. The City of Post Falls may award a contract, based on Bids received, without further
discussion of such Bids. Accordingly, each proposal should state the most favorable terms
that a Proposer can submit.
7. The City of Post Falls reserves the right to accept or reject any or all Bids or portions
thereof received as a result of this solicitation.
8. The City of Post Falls reserves the right to delete any portion of any response to this
solicitation.
9. The City of Post Falls reserves the right to waive informalities and minor irregularities in
bids received as a result of this solicitation.
10. Whenever in this solicitationany particular materials, process, and/or equipment is indicated
or specified by patent, proprietary, or brand name, or by name of manufacturer, such wording
shall be deemed to be used for the purpose of facilitating description of the material, process,
and/or equipment desired and shall be deemed to be followed by the words "or equal." Proof
satisfactory to the City must be provided by proposer to show that the alternative product is,
in fact, equal to the product required in the specification. Prior approval is recommended.
11. By submitting this proposal, the proposer agrees that this proposal is made without any
understanding, agreement, or connection with any other person, firm, or corporation
submitting a proposal for the same purpose and that its proposal is in all respects fair and
without collusion or fraud. The proposer also agrees that this proposal is made without any
intentionally fraudulent acts committed in an effort to be the successful proposer.
12. The City of Post Falls, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat.
252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department
of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in
Federally-assisted programs of the Department of Transportation issued pursuant to such
Act, hereby notifies all vendors that it will affirmatively ensure that in any contract entered
into pursuant to this advertisement, disadvantaged business enterprises, as defined at 49
CFR Part 23, will be afforded full opportunity to submit Quotes in response to this
invitation and will not be discriminated against on the grounds of race, color, national
origin, or sex in consideration for an award. In addition, the City of Post Falls prohibits
discrimination based on ancestry, religion, creed, age, marital or familial status, physical or
mental disability, sexual orientation, and gender identity/expression.
13. The City may conduct reference investigations as is necessary to evaluate and determine
the performance record and ability of the Proposer to perform the size and type of work to
be contracted and to determine the quality of the products and services being offered. By
submitting a proposal, you authorize the City to conduct reference investigations as needed
and to verify information provided in the proposal.
14. No advanced payments will be made. Payment will be made within thirty (30) days of
written acceptance of the vehicles, or net 30 from invoice, whichever is later. Delivery is
not acceptance. Acceptance will only occur after full inspection of the vehicle and
