The Webster Redevelopment Authority, on behalf of the Town of Webster, invites sealed bids for furnishing the following items in accordance with plans and specifications prepared by CHA Phase 1 Park Street Roadway Reconstruction, the project consists of approximately 500 linear feet of road reconstruction, 520 square yards of sidewalk, and accessible ramp reconstruction, and 455 linear feet of drainage system reconstruction on Park Street, from School Street to 5O feet east of the Mechanic Street intersection. The estimated construction cost is $610,000.

Bids will be received on behalf of the Webster Board of Selectmen at the Office of Community Development, Town Hall, 350 Main Street, Suite 6, Webster, Massachusetts 01570, until 10:00 AM, prevailing time, Thursday, August 28, 2025, at which time they will be opened and read aloud.

Electronic copies of the plans, specifications and bid forms may be obtained by emailing Pete Parent at pparent@chasolutions.com to request a link to the download site. Documents will be available on August 13, 2025.
Each Bid must be accompanied by a bid security consisting of a BID BOND, CASHIER's. TREASURER's or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. Bid bonds shall be issued by a company qualified to do business in the Commonwealth.
The successful bidder must furnish a performance bond and a payment bond, each in an amount equal to one hundred percent (100%) of the Contract Price from a surety company qualified to do business in the Commonwealth of Massachusetts, for the faithful performance of the contract.

Bidders shall certify that they do not, and will not maintain or provide for their employees any facility that is segregated on the basis of race, color, creed, or national origin.

This project is funded in part through the Massachusetts CDBG Program from the Massachusetts Executive Office of Housing and Livable Communities and is subject to the regulations of that office and Title I of the Housing and Community Development Act of 1974 as amended. Neither the United States nor the Commonwealth of Massachusetts, or any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting Contract.

Bidders on this project will be required to comply with all provisions of Executive Order No. 11246 (requirements for Affirmative Action and Equal Employment Opportunity), the Davis -Bacon Act, Massachusetts Wage Rates, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours Standards Act, regulations promulgated under the Occupational Safety and Health Act of 1970, and other applicable laws.

Attention of Bidders is directed to the requirements as to conditions of employment to be observed, minimum wage rates to be paid under the contract and affirmative action to ensure equal employment opportunity. Wages paid to employees must also comply with the minimum established by the Commissioner of Labor and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, c.149, Sections 26 through 27F inclusive. The Contractor must comply with requirements of the Commonwealth of
Massachusetts Disadvantaged Business Enterprise Program and Affirmative Action requirements in connection with Equal Employment Opportunities.

In accordance with M.G.L. c.30, 39M, bidders must be prequalified by MassDOT for the required class of work:

Highway - Construction with an estimated value of $610 ,000

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
