Project # 541-19-101: Renovate Operating Rooms. This project is located on the campus of the Louis Stokes Cleveland VA Medical Center (VAMC) located at 10701 East Blvd. Cleveland, OH 44106. The goal of the project is to renovate 22,000 square feet of the current operating room suite, providing a new HVAC and addressing other identified condition gaps. The HVAC system does not meet the new VA standards, and the layouts are sub-par. The newly renovated area will reconfigure the operating rooms and make them significantly larger, allowing for more flexibility in scheduling.



Phase 1: The Work shall include all protective measures to limit exposure and contamination of Construction Work to adjacent areas; demolition activities; new Construction including finishes and Mechanical, Electrical Plumbing, Fire and Life Safety Systems, and Technology; in areas defined as Phase 1 on the Contract Documents, and within those areas that supports the installation of all Construction outside of the indicated Phase 1 areas.

All labor, equipment, materials and incidentals shall be furnished by the Contractor. The Contractor shall perform all work in a manner that will maintain the safe usage of adjacent space for patients, staff and visitors to the Cleveland VAMC at all times. All OSHA and NFPA codes shall be followed.



All employees of general contractors and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.



SET-ASIDE INFORMATION: There is no set-aside for this solicitation. Large, medium-sized and small businesses of all types are welcome to submit a bid. However, all bidders MUST be registered and verified in the following websites: www.sam.gov, to be eligible for award. Bidders MUST ensure registration in this website is accurate, complete and have not expired prior to bid opening date. Project magnitude is between $5,000,000.00 and $10,000,000.00. The NAICS code is 236220.



Duration of the project shall not exceed 580 calendar days from receipt of the Notice to Proceed (NTP). BONDS in form of Bid, Payment and Performance will be required.



SITE VISIT: a one-time only site visit will be scheduled, and that information will be in the solicitation package. The solicitation documents will be posted at www.sam.gov on or about February 4, 2026, with bid opening approximately 30 days later. The dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.sam.gov so others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the www.sam.gov website.



SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Watch This Opportunity", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3, Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within the time specified in the solicitation documents; no telephone inquiries will be accepted. It is the interested bidders responsibility to be sure your questions were actually received in the contracting office for a response, prior to the cut-off period. Questions received after the cut-off period will not receive responses. Questions may be emailed to stanley.burdine@va.gov with the heading Project # 541-19-101 Renovate Operating Room . The Contracting Officer cannot guarantee that a response to e-mailed questions will be received.
