Request for Proposals (RFP)
for
SB1 – Merced County Travel Demand Model Update
Notice is hereby given that the Merced County Association of Governments (MCAG) has released project
number RFP20260326MCAG – SB1 – Merced County Travel Demand Model Update. MCAG is seeking
proposals from consulting firms with qualifications and experience necessary to update and enhance its
Travel Demand Forecasting Model by adding a mode choice component, improving feedback processes,
refining performance metrics, and strengthening the evaluation of transit services and emerging mobility
options to better inform regional transportation and climate policy decisions.

For prospective proposers, there will be a pre-proposal meeting on April 15, 2026, at 10:15 a.m., via a
conference call. Proposers interested in attending must RSVP via email to procurements@mcagov.org by

The deadline to ask questions is 12:00 p.m., PDT, April 17, 2026, via email to Magdalena Gartonzavesky,
HR & Procurement Specialist, at procurements@mcagov.org. Proposals are due electronically by 12:00
p.m. PDT, on April 30, 2026, and shall also be emailed to Magdalena Gartonzavesky, HR & Procurement
Specialist, at procurements@mcagov.org.
Proposers are responsible for making certain their proposal documentation is complete and is received
by MCAG on or before the closing deadline. MCAG is not liable for any costs incurred by proposers in
responding to the RFP. MCAG reserves the right to accept or reject any and all proposals or to cancel this
solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the
deadline indicated in the RFP. Any alterations to the RFP will be made by written addenda only.
Communications from proposers shall be submitted in writing (email) to Magdalena Gartonzavesky, HR &
Procurement Specialist, for this procurement. Except as set forth herein, there shall be no other
communication with any other MCAG employees or consultants with respect to the proposal documents
or project.
