Description

This is a Sources Sought announcement issued solely for market research purposes under FAR Part 10. This is not a solicitation and does not commit the Government to issue a solicitation or award a contract.

The U.S. Securities and Exchange Commission (SEC) is conducting market research to identify small and/or large business concerns for XBRL Data and Analytics Service. The SEC requires a web-based research platform that provides access to a database of XBRL and other interactive and non-interactive data from public filings submitted to the SEC. The SEC is seeking information from sources that currently have a Commercial Off the Shelf (COTS) subscription product that meets all the requirements in Attachment 1 – SEC Draft Requirements List. The SEC is not seeking a subscription product that requires development.

Each respondent to this Sources Sought notice shall provide the following:

1. Summary/cover letter (limited to 3 pages) with the following company information:

  • Business name and address;

  • SAM Unique Entity Identifier (UEI) number;

  • Name of company representative and their business title;

  • Business size and any whether company has any current socio-economic classifications (e.g. Service Disabled Veteran Owned Small Business (SDVOSB)

  • Cage Code and DUNS;

  • Contract vehicles that would be available to the Government for the procurement of the product and service, to General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, FEDLINK, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)

2. A description of your company’s subscription product to demonstrate it meets the SEC’s requirements. Merely restating the requirements is not sufficient.

3. A price estimate with separately priced lines items for the following:

XBRL Data and Analytics Service (40 user licenses)

Option CLIN for XBRL Data and Analytics Service (25 additional user licenses)

Option CLIN for XBRL Data and Analytics Service (50 additional user licenses)

The SEC requests pricing for Base Period of 12 months and four Option Periods of 12 months each. Note: In a formal procurement the SEC may reserve the right to award for one, two or all these items; therefore, it is important that the pricing for the data subscription and web-platform be separate/distinct.
