REQUEST FOR PROPOSALS (RFP)
The City of Newport, Kentucky, will receive sealed proposals from qualified Design-Build Teams for the Festival Park Improvements Project.
Project Description:
The City seeks proposals for design-build services to advance the Festival Park project located along Riverboat Row, between the Purple People Bridge and the Taylor Southgate Bridge. The selected team will be responsible for refining concept plans, securing permits, coordinating with the adjacent KYTC Local Public Agency (LPA) multi-use path project, coordinating with Sanitation District No. 1 (SD1) for a utility project through the park, and constructing the approved improvements.
Submission Deadline:
Sealed proposals will be received until 10:00 a.m. on October 21, 2025, at which time the bids will be publicly opened and read aloud.

Proposals received after the deadline will not be opened or considered. Proposals will be publicly opened immediately following the deadline in the Multi-Purpose Room, 1st Floor, Newport Municipal Building.

This RFP is published in accordance with the City of Newport’s Purchasing Procedures and KRS 45A.695–705.
The City reserves the right to reject any or all proposals, to waive informalities, and to accept the proposal deemed most advantageous to the City. Final award is subject to approval by the Newport Board of Commissioners.
