NOTICE IS HEREBY GIVEN that the City of Bozeman, Montana, is accepting sealed bids for:

Light Conversion-USA – Bid Package #2 TIF District Improvements – Jackson Contractor Group

The City of Bozeman will receive online electronic sealed Bids for Construction of the Light Conversion-USA – Bid Package #2 TIF District Improvements – Jackson CONTRACTOR Group until 2:00 p.m. (local time) on June 25 th , 2025 and then publicly opened and read aloud.

Project Description: The proposed work includes the demolition of the of existing structures and foundations located at 908 N Rouse Ave. & 411 E Tamarack St.; Abatement; demolition of the existing parking lot; demolition of portions of the existing sidewalks, curb & gutter, drive approaches, and other existing site amenities; installation of new utilities in Tamarack including associated demolition, earthwork, patching and paving; installation of new City sidewalk and right of way; asphalt paving and striping of new parking lot; hardscapes for the new site; and all earthwork associated with the new building foundation.

For this project, bids will only be received and accepted via the online electronic bid service through QuestCDN. A CONTRACTOR may view the contract documents at no cost prior to becoming a Planholder. Project bid documents and addenda must be downloaded from QuestCDN, which will add your company to the Planholder List and allow access to vBid online bidding, for the submittal of your bid.  QuestCDN may be located using the link in the left-hand navigation menu on the City of Bozeman’s Bids\RFPs\RFQs page or at www.bozeman.net/QuestCDN . The specific project can be found by referencing the eBidDoc number (eBidDoc #9726980). Complete digital project bidding documents are available to download at www.questcdn.com , for a non-refundable charge of $22.00. Bidders will be charged an additional fee of $42.00 to submit a bid electronically. CONTRACTOR and any of the CONTRACTOR’S SUBCONTRACTORs doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI).  Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011.  Information on registration can be obtained by calling 1-406-444-7734.  CONTRACTOR is not required to have registered with the DLI prior to bidding on this project but must have registered prior to execution of the Construction Agreement.  All laborers and mechanics employed by CONTRACTOR or SUBCONTRACTORs in performance of the construction work shall be paid wages at rates as may be required by the laws of Gallatin County and the state of Montana.  Discrimination in the performance of any contract awarded under this invitation on the basis of race, color, religion, creed, sex, age, marital status, national origin, or actual or perceived sexual orientation, gender identity or disability is prohibited.  This prohibition shall apply to the hiring and treatment of the awarded entity’s employees and to all subcontracts. Every entity submitting under this invitation must sign and return the required affirmation.

As such, each entity submitting under this notice shall include a provision wherein the submitting entity, or entities, affirms in writing it will not discriminate on the basis of race, color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability and which also recognizes the eventual contract will contain a provision prohibiting discrimination as described above and that this prohibition on discrimination shall apply to the hiring and treatment of the submitting entity’s employees and to all subcontracts.

In addition, pursuant to City Commission Resolution 5169 , the entity awarded a contract under this RFQ and any SUBCONTRACTORS must abide by the Equal Pay Act of 1963 and Section 39-3-104, MCA (the Montana Equal Pay Act), and affirm it will abide by the above and that it has visited the State of Montana Equal Pay for Equal Work “best practices” website , or equivalent “best practices publication and has read the material.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the City of Bozeman, Montana, in an amount not less than ten percent (10%) of the total amount of the bid.  Successful BIDDERS, shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount.  Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.

Bids must be completed on the CONTRACTOR supplied bid form included in the Invitation to Bid.  No Bid may be withdrawn after the scheduled time for the public opening of bids.

The OWNER and CONTRACTOR reserves the right to reject any or all proposals received, to waive informalities to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the City of Bozeman.
