The Haines Borough is soliciting proposals from qualified and licensed architectural and/or engineering firms to perform the work for Planning & Design of a water main extension for the Small Tracts Area.

Small Tracts Proposed Water Main Extension Meeting
The Borough seeks a proposal for design services including planning, design fees, surveying and any other costs associated with developing a bid ready design for the project detailed in the scope of services below. All design firms are required to be registered in Alaska and have an Alaska Business License. A Haines Business License is required prior to contract award.
RECEIPT OF PROPOSAL DEADLINE: Proposals will be accepted until 3:30 p.m., Alaska Time, May 22, 2025.
SCOPE OF WORK: The work will consist of:
1. Bear Trail Lane to Small Tracts Road Water Line Extension Design
1A. Design for extension of 8-inch diameter Haines Borough Public Water System (PWS) water line from end of water line on Bear Trail Lane (near fire hydrant FH 0289) to end of water line on Small Tracts Road (near fire hydrant FH 0160)
1Ai. Approximate water main length is 4,200 feet
1Aii. Approximately 32 lots may be served
1B. Verify/reestablish existing Right-of-Ways (RoW) and/or easements along these alignments
1Bi. 50 feet on Bear Trail Lane
1Bii. 100 feet on Small Tracts Spur and Small Tracts Road
1Biii. Verify location of existing roadways and utilities within RoW / easements
1Biv. Preferred alignment on the “outside” of this loop
1C. This water line will be located in the FAA Road Pressure Zone
1Ci. Base of FAA Road tank situated at elevation 270 feet with maximum water depth of 35.5 feet
1Cii. Calculate static pressures along proposed alignments
1D. Appurtenances:
1Di. Corporation and curb stops for each lot (this extension may serve approximately 32 lots)
1Dii. Fire hydrants – approximately 7 to 12 hydrants
1Diii. Appropriate valving and Tees for future expansion
1Diiia. South down Small Tracts Road to Mud Bay Road, near Carr’s Cove
1Diiib. McPhetres Road – Additive Alternate A (below)
2. Additive Alternate A – McPhetres Road Water Line Extension Design
2A. Extend water line west along McPhetres Road to last house on existing road – Lot 26B, Wilkins Subdivision
2Ai. Approximate water main length 700 feet
2Aii. Approximately 6 lots may be served
2B. Verify/reestablish existing Right-of-Ways (RoW) and/or easements along these alignments
2Bi. 30 feet on McPhetres Road
2Bii. Verify location of existing roadways and utilities within RoW / easements
2C. This water line to be located in the FAA Road Pressure Zone
2Ci. Base of FAA Road tank located at 270 feet elevation and with maximum water depth of 35.5 feet
2Cii. Calculate static pressures along proposed alignment. Determine if pressure reducing valves (PRVs) will be required
2D. Appurtenances:
2Di. Corporation and curb stops for each lot (this extension may serve approximately 6 lots)
2Dii. Fire hydrants – approximately 1 or 2 hydrants
EVALUATION CRITERIA: The Borough will enter into a contract with one firm deemed to be the best fit for the project. Interested parties shall submit the following items:
Letter of interest.
Description of the team and its ability to meet Haines Borough needs.
Qualification Statement including:
- Business name (or names if joint effort) and applicable licenses.
- Number of years in business and a brief history of the firm(s).
- Experience with similar projects, including ability to deliver cost-effective solutions.
Proposal for design services for a bid ready design encompassing all necessary development components including conceptual, 35%, 65%, 95% and 100% drawings and including but not limited to surveying, travel, meetings, permitting support, final bid ready plans, specifications, bid support services and an engineer’s estimate for the construction of the project. Construction administration and as-built drawings should also be included in proposal. Virtual attendance at planning commission and assembly meetings may be required, include attendance at two meetings in base bid. Hourly rates for scope items not included in the proposal should be provided. Exclusions to the proposal services should also be provided.
Proposal Opening Meeting
The opening of the proposals will take place on Zoom in a public meeting. Evaluations of proposals will not take place on this Zoom meeting.
