GENERAL CONTRACTOR / CONSTRUCTION MANAGER FOR
ROGERS POLLUTION CONTROL FACILITY (RPCF)
CAPACITY IMPROVEMENT PROJECT
Rogers Water Utilities (RWU) is seeking a General Contractor / Construction Manager (GC/CM) to provide pre-construction services and to construct proposed improvements at the Rogers Pollution Control Facility (RPCF) at 4300 S. Rainbow Rd. in Rogers, AR. The project is to be constructed using the general contractor construction management method of project delivery pursuant to Ark. Code. Ann § 14-235-226.
Proposed improvements will generally include the expansion of peak flow basins, a new coarse screening facility, new influent lift station, new fine screening & grit removal facility, new backup generator, hydraulic improvements to secondary treatment, new tertiary filtration facility, new UV disinfection facility, as well as associated utilities, earthwork, landscaping, paving, and other sitework and decommissioning of existing facilities. Owner will conduct a pre-submittal meeting for those interested in responding to the RFQ. Attendance at this meeting is mandatory. The meeting will be held at the Rogers Pollution Control Facility, 4300 S. Rainbow Rd., Rogers, AR on Tuesday, March 17th, 2026 starting at 1:00pm.
Five (5) bound copies of the Statement of Qualifications and one electronic PDF copy shall be submitted on or before Friday, April 10th, 2026 by 4:00 P.M. local time to:

The attention of all interested parties is called to the fact that they must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, subject to any subsequent amendments. Pursuant to Arkansas Code Annotated. § 22-9-203, RWU encourages the participation of all small business enterprises and veteran-owned business enterprises in this RFQ process. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration be given to identified groups.
The selection process will conform to the procedures and requirements of Ark. Code Ann. § 14-235-226, Ark Code Ann. §19-65-201 et seq. and other applicable law. RWU reserves the right to cancel this RFQ process without notice, amend the RFQ at any time prior to the deadline for submission, reject any and all submissions which do not meet the requirements of the RFQ, to waive any formalities/informalities, and to accept any submission deemed to be in the best interest of Rogers Water Utilities.
