The consultant will be responsible for conducting an analysis of existing subdivision code and working closely with City of Valdez Community Development staff to identify issues. The consultant shall prepare a draft ordinance for adoption, based on issues identified, as well as goals and actions of the comprehensive plan. The primary obligation for developing and drafting the ordinance is with the consultant, however staff will be engaged in evaluating changes to the code and providing feedback. Consultants should propose a method for maintaining good communication throughout the process, including regular meetings.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.
Requirements of the Alaska Employment Preference (AS 36.10) must be met.
