The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
Under the authority of 10 USC 2304(c) and FAR 13.106-1(b)(1)(i), there is only one responsible source and no other supplies or services will satisfy the agency requirements. These calibration and repair services can only be performed by the Original Equipment Manufacturer (OEM). The determination that the procurement for this service is a Sole Source requirement is based on the following excerpt from the Limited Source Justification form dated 11/22/24: "The PNS calibration laboratory is only authorized to accept vendor calibrations as approved by NAVSEA. This requires PNS to send these units out to the OEM and accept their calibration sticker as valid. NAVSEA direction entitled, "NAVSEA Letter of Approval for OEM Calibration of FieldFox Model N9952AOPT010,209,210,211,233,235,309,356,357 FOR SUBMARINE AN/BLQ-10 Applications", explicitly authorizes the OEM as the sole authorized calibration facility to calibrate these units. Therefore, this requirement is to be solicited in accordance with Sole Source exclusive rights.
