ERDC-CERL requires twenty (20) real-time, autonomous, acoustic monitors to support DoD installation compliance for training land sustainment. The requirement also includes on year of connectivity and support for field data monitoring, collection, and reporting.
ERDC-CERL intends to award a purchase order on a sole source basis to Wildlife Protection Solutions in accordance with FAR 13.106-l(b) (1).
Market research indicates that Wildlife Protection Solutions is the only source able to meet the needs of the ERDC-CERL research program. Their EcoPi Acoustic Monitor Kit is the only unit that operates autonomously and continuously, and both operates the BirdNET detection/classification algorithm on the edge in real time and has a native connection to Oekofor cloud portal services for equipment monitoring and data reporting. These specific connectivity features are required for compatibility purposed with other equipment the ERDC-CERL research program team currently has deployed in the field and utilizes on other research projects.
This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
