BACKGROUND
***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a Beam Profiler. If no alternate sources are identified, the Government intends to issue a Sole Source Award to DataRay located at 31 Upper Ragsdale Dr. Suite 1, Monterey, CA 93940 under the authority of FAR 13.106-1(b) only one reasonably found source. The North American Industry Classification System (NAICS) code for this acquisition is 334516.
NIST has a need for a Beam Profiler that meets or exceeds the following draft minimum specifications:
The Contractor shall provide a Beam Profiler that meet the following minimum specifications:
As part of a new NIST SERI program to advance measurement science for illicit drug identification and quantification under the TRANQ Research Act, the Sensor Science Division is developing new infrared sensors based on metamaterials. These metamaterial sensors rely on detection at infrared wavelengths spanning 6 mm to 11 mm for spectroscopic detection of drug molecules in the sensitive molecular fingerprint region. Detection of drug molecules is achieved by infrared imaging, which requires shaping and characterization of the laser beam for camera imaging.
The contractor shall provide a beam profiler that must have continuous spectral coverage over the 6 mm to 11 mm wavelength range. This specification is necessary for characterization of the laser beam of the MIRCAT laser system at NIST covering the 6 mm to 11 mm spectral range.
a) Broadband wavelength coverage of at least 6 mm to 11 mm
c) Beam profiler frame rates of 30 frames per second or greater
d) Beam profiler resolution of 640x480 pixels or greater
This[T(1] purchase is to meet the need of NIST SERI program for delivery of Beam Profiler.
NIST conducted market research from September 2024 through December 2024 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only DataRay appears to be capable of meeting NIST’s requirements.
