Platform One (P1) is the U.S. military's software delivery engine. As a pioneering Department of the Air Force organization, we provide open-source tools and enterprise solutions for teams to build, deploy, and secure better software at scale. Since 2018, we've helped military organizations move faster and reduce the costs to create, integrate, and launch better software. We've streamlined the processes. Description and Scope of the Effort



Platform One currently provides ChatOps connecting more than 50,000 users conducting operations globally. To integrate evolving, innovative capabilities into the ChatOps framework, Platform One is exploring the use of open standards, such as Matrix (matrix.org), for open-federated instant messaging, voice over IP, and video communication. Platform One seeks information on best-of-breed open standards, supporting chat applications, innovative integration support, and additional industry insights for evolving ChatOps into a warfighting capability. The desired capability must be accessible from mobile and web devices and support self-hosting within a government-managed cloud environment.



Acquisition Vehicle - Platform One Solutions Marketplace



Platform One intends to utilize the Platform One Solutions Marketplace (P1SM) as the contracting vehicle and solicitation mechanism for this potential acquisition. Only Awardable vendors on the P1SM are eligible for this potential acquisition.



Instructions for Solution Providers with Awardable Solutions on the P1SM



Current solution providers with active awardable solution(s) that are or potentially could be within scope of this effort are advised to identify the active awardable solution(s) and send the submission title and/or P1SM URL link to their awardable solution to both the Contracting and Technical POC's listed above via email by 12pm ET on 30 June 2025.



Instructions for Solution Providers Not on the P1SM





Entities that do not currently have awardable solutions on the P1SM should follow the normal P1SM submission process and send an email to both the Contracting and Technical POCs listed above with the title of the submitted video, and date of submission to the P1SM in the body of the message. For P1SM submission requirements and guidance, please refer to the P1SM Announcement posted to SAM.gov: https://sam.gov/opp/a0616420e81f432aaaa4abb7a05ea537/view. Please note: The P1SM accepts submissions on a rolling basis. Submissions must be received by 12pm ET on the final day of each month. Submissions received after this deadline will be considered submitted in the subsequent monthly collection period. If you have solutions that are within scope of this effort and are not yet awardable on the P1SM, P1 is requesting submissions prior to 12pm ET on 30 June 2025.



Anticipated Contract Strategy



Platform One plans to leverage the P1SM for related sequential award(s) and/or agreement(s) for this effort. Regardless of selection by Platform One for this effort, awardable P1SM submissions are post-competition, decentralized and may be leveraged by other Federal organizations for future awards and/or agreements. The following is the anticipated contract strategy and is subject to change before contract execution:



To determine the most suitable contract type based on responses to this RFI, we will leverage the Platform One Solutions Marketplace to gauge the competitive landscape. Our preferred acquisition strategy involves a combination of Market Research and the use of Requests for Information (RFIs) to gather insights from potential providers. By understanding the industry's capabilities and competitive environment, we can tailor our contracting approach to align with best practices and ensure robust competition, thereby securing optimal value and performance for the government.

This Call to Industry for potential solutions or to identify active, awardable solutions, is issued solely for information-gathering purposes and vectoring vendors to the P1SM. It does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ) and shall not be construed as a commitment by the government. Responses to this RFI are not offers and cannot be accepted by the government to form a binding contract. Participation in this RFI is voluntary, and no compensation will be provided for responses.
