Government of Saskatchewan Envelope Contract Competition

The Government of Saskatchewan is seeking an experienced print supplier to provide a variety of envelopes to various ministries and Government of Saskatchewan organizations.

The successful firm will be able to provide the following:

• Manufacturing of various types of envelopes;
• Set up and maintain a secure online ordering, tracking, shipping and customized billing system which will contain numerous templates for several ministries and many unique users; and
• Provide timely account information that will meet the requirements of each individual.
• Suppliers must also have demonstrated the ability to deliver on time and with minimal costs. Suppliers must be solution oriented and pro-active when resolving potential issues.

The Government of Saskatchewan currently has over 20 ministries, agencies, boards and commissions utilizing this contract. CIC Crown Corporations are not included under this contract.

The contract is restricted to theprinting of envelopes in set quantities. The successful supplier will be required to typeset the envelopes. Overruns and underruns will not be accepted. Orders must follow the visual identity guidelines set out by Communications Services. Deviation from the standard must be approved by Communications Services.

The account is for one year with the opportunity to renew for three additional one-year terms. Any renewal will be subject to yearly client/agency evaluations and mutual agreement. Renewals are authorized by Communications Services, Executive Council.

Companies interested in pursuing this account should submit a brief letter of intent (not exceeding two pages). The letter should specifically articulate why your experience and capabilities relative to the criteria above make your firm the best choice for this account. Please include two client references who can speak to your ability in the criteria above. Also, bidding firms must identify any intent to use subcontractors, and include a description of the scope of services. From the responses, a shortlist of firms will be developed. These firms will be asked to prepare a proposal and may be asked to demonstrate their capability in an in-person presentation to a selection panel.

Bidding suppliers must immediately disclose to Communications Services, Executive Council any actual or potential conflict of interest which currently exists or which may arise during the period of the competition. Bidding suppliers who are not registered with Communications Services must begin the registration process prior to submitting a letter of intent.
