NASA/ARC has a requirement for analyzing safety reports and broadly disseminate the de-identified safety information concerning current and potential deficiencies in the operational performance of the National Airspace System under the Aviation Safety Reporting System (ASRS) and related reporting systems. ASRS receives reports from any person involved in the aviation system including pilots, air traffic controllers, dispatchers, ground operations, maintenance, flight attendants, and those involved in Unmanned Aerial Vehicle (UAV) operations.
NASA/ARC intends to issue a sole source contract modification to acquire the ASRS services in accordance with FAR 6.302-1. The modification will be for the current contract 80ARC024DA001 for the increase of reporting services to Booz Allen Hamilton.
The Government does not intend to acquire a commercial item using FAR Part 12.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
