The Ocean Springs School District Board of Trustees invites you to participate in an RFP (Request for Proposals) by
submitting a proposal for SY26 Surplus Electronic/Computer Equipment. This invitation will be advertised in the Sun Herald,
and specifications and guidelines may be obtained by visiting www.ossdms.org or www.centralauctionhouse.com or obtained
in the School Business Office, 2300 Government Street, Ocean Springs, Mississippi, 39564. Official Bid Documents may be
downloaded, and electronic bids may be submitted at www.centralauctionhouse.com. For any questions relating to the
electronic bidding process, please call Central Bidding at 225-810-4814. Electronic submittal of proposals is not required, but
is encouraged.

VENDOR BID INSTRUCTIONS
A. DELIVERY AND OPENING OF BIDS
1. RFP may be submitted electronically by contacting Central Bidding at 225-810-4814 and setting up an account, or in
person or via postal service to the Ocean Springs School District Business Office, 2300 Government St., Ocean
Springs, MS 39564, and ATTN: Jessica Toland, Purchasing Specialist.
2. RFP submissions are to be in a sealed envelope clearly marked: RFP-SY26 Surplus Electronic/Computer
Equipment and returned no later than March 11, 2026, at 2:00 PM CST, at which time submissions will be opened in
the Ocean Springs School District Business Office located at 2300 Government Street, Ocean Springs, MS 39564.
3. No faxed or emailed proposals will be accepted.
4. Late submissions will not be accepted. Questions regarding the RFP must be submitted via email to Jessica Toland,
Purchasing Specialist, jtoland@ossdms.org, and copied to Amy Armata, aarmata@ossdms.org. Questions will be
answered via a Q and A or an Addenda document. Check the websites listed above for these documents.
B. EXECUTION:
1. All bids must be submitted in accordance with Section 31-7-13 and Section 17-25-25, and sections 25-4-103-105 of
the Mississippi Code of 1972, as amended, and must be properly executed and signed by the Bidder or a
responsible officer or employee of the Bidder.
2. Bids should be checked before submission for accuracy and correctness since the Ocean Springs Board of
Education WILL NOT be responsible for any errors for which the Bidder is responsible.
3. The Board of Trustees reserves the right to reject bids from Bidders.
No employee of the Ocean Springs School District nor their family shall be entitled to submit a bid.
C. CERTIFICATION OF INDEPENDENT PRICE DETERMINATION:
By signing the BID PROPOSAL FORM, the Bidder certifies, in connection with procurement, to the best of their
knowledge and belief:

1. That the prices in the BID PROPOSAL FORM have been arrived at independently, without consultation,
communication, or agreement, for the purpose of restricting competition; as to any matter relating to such prices with
any other Bidder.
2. That unless otherwise required by law, the prices have not been knowingly disclosed by the Bidder, and will not
knowingly be disclosed by the Bidder before the Bid Opening Date and Time specified on the NOTICE TO BIDDERS,
directly or indirectly with any other Bidder.
3. That no attempt has been made or will be made by the Bidder to induce any other Person or Bidder to submit or not
to submit a BID PROPOSAL for the purpose of restricting competition.
D. BID ACCEPTANCE:
1. If the Ocean Springs School District accepts a bid in response to this request, it will accept the bid of and award the
bid to the highest and best responsive bidder.
2. Unless otherwise stated in the BID SPECIFICATIONS, all bids shall be binding for a minimum of sixty (60) days
following the acceptance of the bid by the Ocean Springs Board of Trustees.
E. BID AWARD:
1. All equipment being offered for sale is used equipment, and as such will have wear and defects. Every effort has
been made to maintain these devices in a fully functional condition. However, some units may be inoperable or
missing components.
2. The Bid award will be made to the highest bidder.
3. All equipment is sold “As Is” and all sales are final.
4. All items sold by the Ocean Springs School District Board of Trustees are sold "AS IS," and the successful bidder
agrees to make payment in full for said items by CHECK OR MONEY ORDER by April 23, 2026.
5. All items must be removed from their stated location at the vendor’s expense by April 28, 2026.
6. In the case of discrepancy in the computed proposal pricing, the unit price shall govern, and the total price shall be
revised accordingly.
7. Proposal prices shall remain valid for sixty (60) days following acceptance of the bid by the Ocean Springs School
District Board of Trustees.
8. If the successful bidder does not adhere to the above requirements, the Ocean Springs School District Board of
Trustees reserves the right to reject their bid and award the bid to the next highest bidder.
F. ESTIMATED QUANTITIES/LOT SALE DISCLAIMER:
1. The quantities listed for palletized or grouped surplus items are estimates only and are provided for bidder
convenience. Actual quantities may vary by approximately ±5% or more. Bidders are strongly encouraged to inspect
the property before submitting a bid.
2. All bids shall be submitted as a total lot price, not a per-unit. The successful bidder agrees to purchase the lot
based on the total bid amount, regardless of minor quantity variations. No adjustments, credits, or claims will be
allowed due to discrepancies in estimated counts.
3. All items are sold as-is, where-is, with no warranties expressed or implied as to condition, usability, or exact
quantity.
4. Submission of a bid constitutes acknowledgement and acceptance of these items.
BID SPECIFICATIONS
A. GENERAL SPECIFICATIONS:
1. Equipment is available for inspection between February 23, 2026, and March 2, 2026 (No weekends) from 9:00 am-
2:00 pm CST. To schedule an appointment, email Doyle Reid, Chief of Technology, at dreid@ossdms.org.
Reference SY26 Surplus Electronic/Computer/Equipment in all communications.

C. CARE AND USE:
1. Units are sold “As Is, Where Is”. Items were in working condition when last used, but their functionality is not
guaranteed.
2. Equipment may be missing parts or pieces, have missing batteries, cracked LCD screens, or keyboard issues.
3. Cosmetic damages, including scratches and some scuff marks, permanent marker writing on units, contain cracks on
the outer cases, sticker residue, dust, dirt, and discoloration
a. Laptops-No chargers or hard drives included
b. Desktops-No power cables or hard drives included
c. Projectors-No power cables or remotes included
d. Chromebooks-No chargers included
e. Temperature scanners-Some are missing a power cable
f. Nooks, iPads, Kindles-No power cables included
D. EQUIPMENT PICK UP REQUIREMENTS:
1. The winning bidder will be required to provide all labor, packaging, and transportation, and pay all costs. The OSSD
will not provide labor, equipment, or shipping assistance.
2. A truck with a liftgate is required. No loading dock is available at either pickup location.
3. All equipment must be removed from school district property by April 28, 2026.
4. The winning bidder is responsible for the coordination of all arrangements needed to provide for an efficient pickup
and loading of the computer equipment. There are two (2) pickup sites for the equipment.

E. BID PROPOSAL FORM
1.I/We propose to purchase the items as listed in this BID PROPOSAL FORM according to the specifications contained
in the BID SPECIFICATIONS section of this bid and at the indicated prices.
2.I/We further agree not to request permission to withdraw our bid after the bids have been publicly opened and read
aloud.
3.For bids submitted by hand or mail, I/We understand that this BID PROPOSAL FORM is to be signed and returned with
our bid, and unless this has been done, our bids shall be considered incomplete and rejected.
4.I/We, the undersigned, do hereby understand and accept the conditions outlined in the BID INSTRUCTIONS and BID
PROPOSAL FORMS of this official bid process in submitting our sealed competitive quotations for the item(s)
outlined in this bid.
