TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers are listed
below in red:
1. I want to clarify that the only portion of the application that is to be placed
on USB devices are the excel sheets.
Yes, only the completed excel files (minimum requirements and the
department-specific requirements) are to be submitted on the USB
devices.
2. Are we allowed to purchase HIV of STI tests under the Outreach
category?
Ryan White Part A/MAI funds may not be used to purchase testing HIV &
STI kits or support HIV prevention activities.
3. Is the outpatient ambulatory service category meant to serve all Part A
enrolled clients, or only those who are uninsured?
Outpatient Ambulatory category is meant to serve all PART A enrolled
clients, and those that are uninsured.
4. Under section IX Purpose/Scope of Work, how are questions eight and
nine (on page 14) different?
Question 8 is essentially requesting that the proposer describe how they
collaborate with other agencies to effectively provide HIV core medical
and supportive services through referrals. The proposer should clearly
explain their referral process and how clients will be linked to their
organizations in addition, the proposer should outline their current referral
procedures, including the agencies they presently partner with, and
describe how referrals are coordinated and tracked.
Question 9 is requesting a detailed plan that demonstrates collaboration
with other agencies beyond the basic referral process. Simply referring
clients between agencies is considered minimal collaboration. Agencies
are expected to outline strategies that reflect deeper coordination—such
as shared initiatives, joint case conferencing, data-sharing processes,
coordinated service delivery, or integrated care planning—that enhance
continuity of care, reduce service gaps, and improve overall client
outcomes.
