REQUEST FOR STATEMENTS OF QUALIFICATIONS
East Feliciana Parish Police Jury
Parish Engineer

The East Feliciana Parish Police Jury is interested in procuring the services of an engineer/ engineering firm to provide the following professional services as Parish Engineer to include but not limited to: 1. Roadway (asphalt/ gravel) Design/ Construction. 2. Engineer Design Study for Drainage Projects 3. Assist the Administrative Staff with Construction Bid Packages. 4. Provide Bridge Ratings Calculations According to LADOTD Requirements. 5. Assist in Repair/ Design of Parish Bridges 6. Field Staking, On-Site Supervision of Construction Projects and Prepare Inspection Reports. 7. Construction Management to Include H&H Study, Environmental Assessment and Benefit Cost Analysis 8. Prepare Operating Maintenance and Manuals as Needed. 9. Conduct Final Inspections.
Applicants must have experience in state and federal grant programs to include HUD, OCD and FEMA and provide assistance with Hazard Mitigation, Public Assistance and other Disaster Recovery Grant Programs the parish is eligible for.
The procedures for the selection of this firm will be in accordance with the procurement requirements of the Disaster Recovery CDBG Program, FEMA, State of Louisiana and East Feliciana Parish.  All responses received will be evaluated in accordance with the selection criteria and corresponding point system that is identified in the request for qualifications package.  That package also identifies the scope of services to be performed by the selected individual/ firm. The East Feliciana Parish Police Jury will award the contract to the respondent obtaining the highest score in the evaluation process; Engineering and Land Surveying individuals/ firms must be registered with the Louisiana State Board of Registration for Professional Engineers and Land Surveyors, in accordance with LA RS 37:689. A copy of the current Certificate(s) of Registration shall be attached to each Statement of Qualifications (Standard Form CPES). Failure to be registered in good standing with the aforementioned Board will result in the Qualification Statement being rejected.
Interested parties are invited to secure a proposal package from the East Feliciana Parish Secretary/Treasurer, Yamesha Harris (225) 683-8577, located at 12064 Marston Street Clinton, LA.  The response to this request must be hand-delivered to the above-named person at the above address no later than 10:00 a.m. on Wednesday, July 23, 2025. The selection committee will review all packets and make a recommendation to the full Police Jury during the August 4, 2025 Regular Police Jury Meeting at 6:00 PM
