The Health Contracting Readiness Office (HRCO). JBSA - Fort Sam Houston, Texas intends to award a firm fixed price contract on a sole source basis to Beckman Coulter, Inc. 250 S. Kraemer BLVD Brea, CA 92821 under the authority 41 U.S.C. 1901, IAW FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold (SAT), only one source is reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This requirement is for the lease of a urinalysis analyzer system in support of U.S. Army Medical Command (MEDCOM)McDonald Army Health Center (MCACH), Eustis, VA. The contractor shall install, service, and maintain the equipment. The vendor shall furnish all testing devices including reagents to perform laboratory urinalysis testing at MCACH. Award will be on or about 1 October 2025. The North American Industry Classification System (NAICS) code is 325413 In-Virto Diagnostic Substance Manufacturing. The period of performance 1 October 2025 through 30 September 2026. The Small Business Size Standard is 1,250 Employees. This notice is not a request for competitive quotes. No requests for capability briefings will be honored because of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source award which consists of the installation, maintenance and lease of a fully automated discrete random access urinalysis analyzer system with automated microscopy function. The contract includes all required computers, scanners, printers, supplies, reagents/reagent packs, unscheduled maintenance, preventive maintenance, delivery, installation, operation validation, calibrator and standard kits, and quality control materials necessary to perform the specified - Initial Method Validations. Initial Method Validation are in accordance with; Clinical Laboratory Improvement Amendments (CLIA) / Clinical and Laboratory Standards Institute CLSI / College of American Pathologists (CAP) Hierarchy, Guidance and Accreditation. The Contracting Officer determined that circumstances of the contract action deem only one source reasonably available. A solicitation will not be published.
