THIS IS AN INFORMATIONAL NOTICE ONLY



The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), has a requirement for the removal of the existing glazing system and the replacement with new glazing system with miscellaneous work components of the Greenhouse (GH) at USDA, ARS, Food Animal Environmental Systems Research Unit (FAESRU), 230 Bennett Lane, Bowling Green, KY 42101.



The Contractor must provide all labor, equipment, and materials and perform all required work for the removal of existing glazing system and replacement with new glazing system and associated components of the Greenhouse (GH) of FAESRU. Work must be sequenced to minimize the downtime of the greenhouse. There are approximately 5,500 square feet (SF) of glazing and associated support components to be replaced. The replacement of the greenhouse’s glazing system must be completed in phases such that ongoing research and operations are not interrupted. The greenhouse is divided into three bays:




  • Phase 1 must be the Vestibule, and GH Bay 01.

  • Phase 2 must be GH Bay 02, and interior wall.

  • Phase 3 must be GH Bay 03, and interior wall.



In accordance with Federal Acquisition Regulation (FAR) 36.204 Disclosure of the magnitude of construction projects, the magnitude of this construction project is between $100,000 - $250,000.

The requirement will be a Total Small Business Set-Aside with the North American Industry Classification Code (NAICS) anticipated to be 238150 Glass and Glazing Contractors with a size standard of $19.0 Million.



USDA, ARS anticipates issuing a Firm Fixed Price construction contract. The Request for Proposal (RFP), 12505B25R0018, may be issued on or around May 27, 2025. Project is currently Subject to Availability of Funds (SFA).



The completion timeframe for the resulting contract is to be determined. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and USDA will provide no hard copies. The solicitation, consisting of various solicitation documents, specifications, forms, and drawings will only be available for download at no charge at the Contract Opportunities website (https://sam.gov/) on or about 15 days after this synopsis notice is posted, with a due date to be specified in the Solicitation. Further details of all dates and events, including site visit and proposal due date, will be available in the solicitation. No other site shall be used to obtain these documents.

Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. No status inquiries or requests for additional information will be answered prior to posting. All offerors must be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8.



No paper copies of the solicitation will be mailed. Questions will not be entertained at this time, and telephone requests will not be honored.
