Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a).



The US Department of Commerce (DOC), National Atmospheric and Oceanic Administration (NOAA), Western Acquisition Division, intends to award a Sole Source, Firm-Fixed-Price type contract with a twelve (12) month base period and four (4) 12-month option periods to the Kentucky Authority for Educational Television (KET), an agency within The Commonwealth of Kentucky, using the procedures in FAR Part 13 for maintenance services critical to the operational needs of the National Weather Service’s (NWS) National Weather Radio (NWR) All-Hazard Radio.



The North American Industry Classification System (NAICS) code for this acquisition is 811210 with a business size standard of $34 million.



NOAA’s Weather Radio NWR All- Hazards network is one of the primary means that the NWS disseminates its weather forecasts and severe weather warnings. NWR transmitters are located at sites within The Commonwealth of Kentucky, while utilizing the microwave network of Kentucky State Police (KSP), another agency within The Commonwealth of Kentucky. This network can be found within broadcast towers which are housed at strategic geographic locations to allow for maximum NWR broadcast coverage throughout a large portion of Kentucky. These broadcast towers are primarily located in remote areas and provide an advantage for both above mean sea level and telecommunication line of sight perspectives.



The Kentucky Authority for Educational Television is an agency within The Commonwealth of Kentucky which provides NWS’s Central Region with routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for thirteen (13) sites within the state of Kentucky. These services include physical site security, broadcast towers and the maintenance of transmitter site facilities to ensure outages and repairs due to malfunctions are acted upon expeditiously. As a result of the partnership between The Commonwealth of Kentucky and NOAA’s NWS Central Region, both parties will enter a formal agreement, pursuant to the authority of 15 U.S.C. § 313 and 15 U.S.C. § 1525.



The intent of this synopsis is for informational purposes only and is NOT a request for competitive proposals. However, responsible parties may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit information are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.



This synopsis is published for informational purposes only. The Government does not intend to pay for any information received in response to this announcement.



Interested vendors shall respond to this notice with their capability statement no later than Monday, August 18, 2025 @ 2:00pm PDT. Potential contractors responding to this notice must have a current and active registration in the System for Award Management (SAM).
