Project Description: Warren County is seeking qualified professional firms to provide building utilization planning, architectural, and related professional services for the adaptive reuse of a former high school facility located at 227 College St. in Youngsville Borough, Warren County, Pennsylvania.
The building is no longer in use as an educational facility and is intended to be repurposed to support government agencies and non-profit organizations. The goal of this project is to evaluate feasible uses, optimize space utilization and develop potential construction designs that support long-term, flexible and cost-effective occupancy while meeting all applicable codes and accessibility standards.
Key objectives include:
- Assessing the existing building’s physical condition and suitability for new uses;
- Identifying optimal space allocation for governmental and non-profit tenants;
- Developing architectural concepts and construction-ready documents;
- Ensuring compliance with applicable building codes, ADA requirements, and sustainability goals;
- Supporting phased occupancy, if required;
- Providing cost-conscious and durable design solutions.
The project will require analysis of spaces including classrooms, the gymnasium, auditorium, cafeteria and administrative offices as well as mechanical, electrical, plumbing and life-safety systems. Parking and building access will also be critical aspects of the analysis required in this project.
The selected firm will work collaboratively with Warren County and stakeholders to determine the most appropriate mix of uses and prepare design documents to support implementation. Warren County reserves the right to reject any or all proposals, waive informalities or errors, request qualification or additional information and negotiate scope with the selected firm.
Proposals will be evaluated based on similar project experience, the quality of the proposed approach and qualifications of assigned personnel.
