Description: Support for Analytic Capacity of National Survey of Early Care and Education (NSECE) Data

This Request for Information (RFI) is issued solely for information and planning purposes (market research). This RFI does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotations (RFQ) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not, at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified.
2.0 Description:
The mission of the Administration for Children and Families (ACF) within the Department of Health and Human Services (HHS) is to foster health and well-being by providing federal leadership, partnership, and resources for the compassionate and effective delivery of human services. The mission of the Office of Planning, Research, and Evaluation (OPRE) is to study the ACF programs and the children and families they serve through rigorous research and evaluation projects.
The purpose of Support for Analytic Capacity of National Survey of Early Care and Education (NSECE) Data is to support the use of data collected through all the cohorts of the National Survey of Early Care and Education (NSECE:2012; NSECE:2019; NSECE:2024; NSECE Longitudinal follow up studies) by creating and enhancing datafiles so that analyses can be conducted and findings reported, while protecting the privacy of the populations that participated in the NSECE studies and ensuring non-disclosure of their identities. These activities will enhance the analytic capacity of data collected and will provide the Agency with information that helps inform policies and practices to improve the services provided by ACF programs. The contract will accomplish this purpose through the creation of restricted-use data files for archiving and analyses, developing technical and training products to facilitate access and analyses of NSECE data by researchers and analysts, implementing enhancements to public- and restricted use files, and conducting specialized analyses in response to Agency’s requests to answer critical questions.
3.0 Information Requested:
The Government is seeking industry feedback to the Performance Work Statement (PWS) and the attached RFI questions.

4.0 Submission Details:
Responses shall include a cover page with the following:
1. Submitter’s Name and Parent Company, if applicable.
2. Business Address: Street, City, State, and Zip code.
3. Point of Contact (i.e., POC, company representative).
4. POC Telephone number and email address.
5. Permission to post in SAM.gov POC information.
Responses, in entirety, shall be limited to the page count as described below. Documents should be formatted in accordance with the following:
• Single-spaced and one sided.
• One-inch margins.
• US letter-size (8.5” x 11”).
• Use 12-point font (Times New Roman)
• Formatted with Microsoft Word or Adobe Acrobat Reader Version.
• Page counts to be limited as described below.
• 15 pages maximum for company capabilities and experience.
Submissions shall not exceed a 5 MB email limit for all items associated with the response. Hard copy responses will not be accepted. The Government will not accept company literature or marketing materials. All information in response to this RFI that is marked proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with applicable regulations.

Respondents are advised that questions, comments, and Government responses may be posted publicly on SAM.gov, although the identity of the requesting organization will be withheld. Respondents will not be notified of the results of the evaluation. Trade secrets shall be clearly identified. Questions or recommendations for improvement relating to RFI should directed exclusively by email to the POC’s listed in Section 4.0, Submission details.
