M917A3 Heavy Dump Truck (HDT) - Redacted J&A

Army Contracting Command – Detroit Arsenal (ACC-DTA) awards a Federal Acquisition Regulation (FAR) based, single Firm-Fixed-Price (FFP) Requirements contract consisting of five one-year ordering periods to Mack Defense, LLC. This contract is a follow-on production contract resulting from a successful previous procurement of the M917A3 Heavy Dump Truck (HDTs) under contract W56HZV-18-D-0042. The request for proposal (RFP) was sole source to Mack Defense, LLC, the Original Equipment Manufacturer (OEM), under the statutory authority permitting other than full and open competition is Title 10 United States Code 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Mack Defense, LLC owns the Technical Data Package (TDP) for the HDT and meets all the requirements in the current performance specification. To date, no other contractor than Mack has demonstrated the technical capability or experience necessary to fulfill this requirement without experiencing significant delays for the production contract under solicitation number W912CH-24-R-0082. As a result, this contract was awarded sole source to Mack Defense, LLC.

The total estimated quantity for this procurement is estimated at 450 each (EA) M917A3 HDTs over the five-year ordering period. The contract award will include the capability of ordering the M917A3 HDT various configurations, kits, and optional equipment consisting of the following: Armor Capable M917A3 HDT, Armored M917A3 HDT, Armored Cab Kit, Arctic Heater Kit, Material Control System (MCS) Tailgate, Corrosion and Rust Inhibitor, all of which are considered commercial items. The contract also includes the purchase of logistic products and engineering change proposal (ECP) support not separately priced.
