The City of Grover Beach (City) has issued this Request for Proposals (RFP) to solicit responses from interested, qualified, professional consulting firms (Proposers) to conduct a comprehensive study of the City’s water supply needs, analysis of additional water supply alternatives and a long-term sustainable water supply strategy. Firms should also offer professional, full-service communications, public engagement and stakeholder coordination strategies. Firms should have the capability and experience required to provide comprehensive, strategic, and innovative services.

If an amendment is issued, notification shall be provided to all Proposers. In addition, any amendments will also be posted on the City’s website at: https://www.grover.org.

The Request for Proposal (RFP) documents, including the submittal requirements and the selection criteria and schedule, will be available in electronic format on the City’s website at http://www.groverbeach.org. The City reserves the right to reject any or all submittals or to waive any formality or minor technicality in any submittal in the interest of the organization.

Procurement Schedule:
The Deadline for Proposer Questions is November 7, 2025.
Answers to Proposer Questions will be posted on November 18, 2025.
The Deadline for Proposal Submissions is December 19, 2025 at 3:00 p.m.
Contracts are anticipated to be awarded January 2026.
Final report and presentation to the City Council is anticipated to occur in Summer 2026.
The City reserves the right, at its sole discretion, to adjust the procurement schedule as it deems necessary.
