WESTERN DRIVE NEIGHBORHOOD WATER, SEWER, AND STORM DRAIN IMPROVEMENTS
The Town of Longmeadow invites sealed Bids for the proposed water, sewer, and storm drain improvements within the Western Drive neighborhood. Sealed Bids will be received at the Town of Longmeadow, Purchasing Department, Attn: Chad Thompson Director of Procurement, 231 Maple Road, Longmeadow, MA 01106 until the bid deadline of 11:00 A.M. on Thursday, November 6, 2025. Late bids will be rejected. Bids will be opened immediately following the bid deadline. Sealed bids must have outer envelope marked “IFB – Water, Sewer, and Storm Drain Improvements – Western Drive Neighborhood”.

. Bidders that download bid documents online are encouraged to register with the Longmeadow Purchasing Department to receive updates and addenda. Failure to acknowledge the receipt of addenda may result in a bid rejection.
The “Western Drive Neighborhood Water, Sewer, and Storm Drain Improvements” Contract includes, but is not necessarily limited to the installation of approximately 11,985 linear feet of 8-inch water main and associated appurtenances, abandonment of existing 4-inch, 6-inch, and 8-inch water main pipes, the rehabilitation of approximately 10,865 linear feet of sewer main and storm drain varying in size from 6-inch to 12-inch, sewer manhole rehabilitation, rehabilitation of sewer laterals and excavated point repairs to the sewer and storm drain prior to rehabilitation. The project also consists of roadway improvements including full-width mill and overlay of the entire limits of work, replacement of drainage structure frame and grates, adjustment and remodel of utility castings, curbing, concrete sidewalk, traffic sign installation, associated pavement markings, and all else required to facilitate paving operations.
The contract Time shall be three hundred and fifty (350) Calendar Days, commencing ten (10) days following the Effective Date of the Agreement.
A MANDATORY Pre-Bid Conference is scheduled for Wednesday, October 22, 2025, at 10:00 A.M. Gather along Field Road at the intersection of Longmeadow Street (adjacent to Berkshire Bank) in Longmeadow, MA. Bidders must register during the Mandatory Pre-Bid Conference for award consideration.

at least seven (7) calendar days before the date set herein for bid opening. Complete instructions for filing Bids are included in the Instructions to Bidders section.
The bidding and award of this Contract are subject to the provisions of Massachusetts General Laws (M.G.L.) Chapter 30, Section 39M as amended. Wage rates for this Project are subject to the minimum wage rates as per M.G.L., Chapter 149, Section 26 to 27H inclusive. All Bidders shall furnish with their Bid a bid guaranty in the form of a bid bond, cash or a certified check, treasurer’s check, or cashier’s check issued by a responsible bank or trust company, in the amount of 5% of the total amount of the bid and made payable to the Town of Longmeadow, Massachusetts. Performance and Labor and Materials Payment Bonds, in the full amount of the Contract Price, will be required of the Successful Bidder. No Bid may be withdrawn less than sixty (60) days after the date of the opening of bids.
The Town of Longmeadow, acting through the Town Manager, the Awarding Authority reserves the right to reject any and all bids, waive minor informalities, and to award the contract in the best interest of the Town.
