Description

The Defense Logistics Agency Energy (DLA Energy) hereby issues solicitation SPE60425R0403 for the supply of retail electricity and any ancillary services to be delivered to the Department of Energy’s Fermi National Accelerator Laboratory located in Illinois and within the PJM Regional Transmission Organization market area. The Government is soliciting offers for a 36-month delivery period (beginning with the meter read date occurring on or about 1 January 2026 through the meter read date occurring on or about 1 January 2029) for an account with a total estimated quantity of 1,099,392,000 kWh’s. The awarded contract will be Fixed-Price Requirements Type utilizing Locational Marginal Pricing (LMP). The solicitation will be issued as a Request For Proposal (RFP). Additional requirements and/or any changes to the requirements may be executed by amendment. All responsible sources may submit a proposal, which shall be considered by the agency (DLA Energy).



In accordance with FAR Subpart 6.1, this solicitation will be issued utilizing full and open competition.



All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to an offeror, who, at the time of award, is on the approved list of Retail Electric Providers in the state of Illinois. No proposed award will be made to an offeror who, at the time of award, does not have an active registration in the System for Award Management (SAM). Additionally, no proposed award will be made to an offeror who appears on the Office of Foreign Assets Control - Specially Designated National (SDN) List, the Bureau of Industry and Security - Denied Persons List (DPL), and/or is listed as an exclusion within SAM. The Government will also consider the Offeror’s Responsibility/Qualification information in SAM.



One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.



Questions regarding this solicitation must be submitted in writing via email to DLAEnergy.Eteam@dla.mil no later than March 7, 2025. The Government may not provide answers prior to the date and time provided on Standard Form (SF) 1449, block 8, of the solicitation. Password requests for Attachment I must also be submitted to DLAEnergy.Eteam@dla.mil.



Upon issuance of the solicitation, the closing response date will be provided in block 8 of the SF 1449.
