City of Natchez Drainage Improvements Environmental Protection Agency State and Tribal Assistance Grant Project #05D54425 Rollingwood Drive and Glenwood Drive

The City of Natchez, Mississippi will receive bids for the State and Tribal Assistance Grant Drainage Project #05D54425 no later than 10:00 A.M. on Thursday, May 21, 2026, in the office of the City Clerk, 124 South Pearl Street, Natchez, MS 39120 at which time said bids will be publicly opened, read aloud and thereafter taken under advisement until the next meeting of the Natchez Mayor and Board of Aldermen. The work shall consist of stormwater and erosion control measures on Rollingwood Drive and Glenwood Drive including but not limited to clearing and grubbing, demolition, earthwork, installing new drainage relief, the construction of new curb inlets. The City of Natchez is in receipt of and will utilize monies received from the Environmental Protection Agency (EPA), to complete this State and Tribal Assistance Grant (STAG) Project.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein. The contract time for this project is 120 calendar days. The Contract Documents are on file and may be examined at the following locations: 1. Office of the City Clerk in City Hall, 124 S. Pearl St., Natchez, Mississippi 39120 2. Waycaster Dungan Architecture and Engineering, 101 S. Shields Lane, Natchez, Mississippi 39120 Contract Documents are available for viewing and obtaining at www.waycasterdunganplanroom.com.

Documents are non-refundable and must be purchased through the website to be on the official plan holders list. For questions regarding website accessibility or obtaining bid documents, please contact Plan House Bidding at 662-407-0193. Bid Bond Security/Guarantee in the amount of 5% of total bid will be required in Contracts exceeding $25,000. One hundred percent (100%) Performance and Payment Bond will be required. Licensing and other certification of qualifications will be required as specified in the contract documents. Where applicable, the foregoing certificate number must be indicated on the exterior of the sealed bid envelope before it is opened. The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the City Clerk, 124 S. Pearl St., Natchez, Mississippi 39120 prior to the hour and date above designated. Bids that are incomplete or otherwise submitted as stripped bids will not be accepted or considered.

Bidders may not withdraw their bid within sixty (60) days after the date of the actual bid opening without consent of the City of Natchez. Work to be performed shall be in accordance with the current Standard Specifications for State Aid Road and Bridge Construction, unless otherwise noted in these specifications. Bids for this work will be accepted only under the name of the Bidder to whom the Contract Documents and Addenda, if any, have been issued by the Engineer. Bids received by bidders to whom the Contract Documents were not issued by the Engineer will be returned unopened. State law requires a non-resident bidder to attach/include a copy of his resident state’s current law pertaining to such state’s treatment of non-resident contractors with their bid. Any bid submitted by a nonresident contractor which does not include the non-resident contractor’s current state law shall be rejected and not considered for award.

The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. The contracted party must comply with the requirements of Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, if applicable to the infrastructure project. This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 2014 (H.R. 3547); therefore, this project must comply with American Iron and Steel Requirements of the Act. Bids may be withheld by the Owner for a period not to exceed sixty (60) days from the date of the opening of the bids for the purpose of bid review and investigation of the bidder's qualifications, prior to award of the contract.

The City of Natchez reserves the right to reject any and all bids, to waive any informalities, to negotiate with the lowest and best bidder to reduce the bid price to come within the funds allocated for the work, to reduce the job in order to stay within available funding or as desirable in the discretion of the Board of Aldermen, and to accept bids by classes and/or groups, if applicable, all as set forth and in accordance with applicable laws, regulations, and ordinances.
