    INVITATION TO BID
    Sealed Bids will be received at Town of Queensbury Accounting Office, located at 742 Bay Road, Queensbury, NY
    12804 until 2:00 P.M. local time on Tuesday, April 28, 2026. Bids will be opened and reviewed publicly for:
    JENKINSVILLE WATER DISTRIBUTION SYSTEM
    CONTRACT 1
    TOWN OF QUEENSBURY, NEW YORK
    The work includes, but is not limited to, the installation of approximately 22,000 LF of watermain, consisting of 8-
    and 12-inch ductile iron pipe, with some sections of directionally drilled HDPE where trenchless installation is
    required. Work also includes the installation of hydrants, valves, and service lines along the project alignment,
    disinfection and testing of the installed watermain, maintenance and protection of traffic, and erosion and sediment
    control.
    The Project start date will be on or about Monday, June 15, 2026. The Project shall be substantially completed on or
    before Friday, May 14, 2027. The Project shall be completed on or before Monday, May 31, 2027.
    Bids will be received for a Single Prime Contract.
    Bids will be received on an itemized unit price basis.
    Bids should not include sales and compensating use taxes on materials incorporated into the work.
    Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected,
    notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by
    the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time.
    Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
    The successful Bidder will be required to furnish a performance bond and a payment bond, each in the amount equal
    to 100% of the contract price.
    Beginning Tuesday, March 31, 2026, complete sets of Bidding and Contract Documents, in electronic format, may be
    obtained at no charge from the Engineer, C.T. Male Associates, Engineering, Surveying, Architecture, Landscape
    Architecture & Geology, D.P.C. via Camelot Print and Copy Center. Prospective bidders shall contact Camelot Print
    and Copy Center, 630 Columbia St. Ext, Latham, NY 12110, 518.435.9696 or email:
    camelotbids@teamcamelot.com to obtain the bid documents. Only those Contract Documents obtained in this manner
    will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained
    from other sources may not be accurate or may not contain addenda that may have been issued. Costs for sets of
    printed documents shall be the responsibility of the Bidder.
    There will not be a Pre-bid Conference.
    Bidders on this work will be required to comply with the President's Executive Orders No. 11246 and No. 11375,
    which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders
    are explained in the Bidding and Contract Documents.
    Bidders on this work are required to comply with NYS Department of Labor Law Section 220-i(6) and be registered
    to engage in public works projects. A Certificate of Registration is required to be provided with the Bidding
    Documents.
    Bidders on this will be required to comply with Davis-Beacon Prevailing Wage Requirements. The requirements for
    Bidders and Contracotrs under these requirements are explained in the Bidding Documents.

    Town of Queensbury
    The successful Bidder must comply fully with the requirements, terms, and conditions of the U.S. Environmental
    Protection Agency requirements and the statement of EPA policy of December 26, 1978 (43 CFR No. 248, pp. 60220
    - 60224) during the performance of the Contract (see Instructions to Bidders). The Bidder commits themself to the
    performance of positive efforts to achieve the goals contained therein and all other requirements, terms, and conditions
    of the Bid Specifications by submitting a properly signed Bid. The successful Bidder agrees that they will make good
    faith efforts to subcontract at least 20% of the total value of this contract to disadvantaged business-enterprises.
    The Town of Queensbury reserves the right to waive any informalities or irregularities in the Bids received, or to reject
    any or all Bids without explanation.
