Description:
This is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 253 (c)(1), as implemented by FAR 13.106-1(b) and 13.501(a)- Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for quotes. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Meso Scale Discovery (MSD), a division of Meso Scale Diagnostics LLC, 1601 Research Boulevard, Rockville, MD 20850-3126, to provide a service contract to repair and perform preventative maintenance for government owned MSD Sector S 600 Plate readers: serial numbers (S/N) 1201160516437, 12012303311133 and 1201150520296.
Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Period of Performance(s) are as follows:
May 30, 2025 to May 29, 2026
Service shall be performed at the following location: NIH/NIAID/VRC/VIP, 9 West Watkins Mill Road, Gaithersburg, MD 20878.
The Vaccine Immunology Program (VIP) aids the Vaccine Research Center (VRC) by supporting the development of monoclonal antibodies and vaccines for infectious diseases such as HIV, Influenza, Ebola, and more recently Malaria. Support is through the state-of-the-art laboratory performing Phase 1 and Phase 3 clinical end point testing to inform further study designs, research questions and vaccine modification and design. VIP has identified the electro-chemiluminescent (ECL) assay format as the most reliable and sensitive assay system that offers high dynamic range in the detection of antibodies isolated.
Acquisition purpose and objectives:
The purpose of this procurement is to secure a service contract for the repair and preventative maintenance of government-owned MSD Sector S 600 Plate readers, identified by serial numbers 1201160516437, 12012303311133, and 1201150520296. These devices are utilized continuously throughout the day, and any downtime resulting from inadequate maintenance or mechanical issues could significantly hinder the investigators in the VIP¡¦s ability to conduct their research. Therefore, establishing a renewal service maintenance agreement is crucial.
The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for service agreements for three (3) instruments, including:

All responses received by the closing date of this notice will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
