Request for Proposal for Construction Manager at Risk (CMAR) Services for the
City of Lake Jackson Public Safety Facilities Projects from Short-listed Firms

Event Information
Notice is hereby given to the short-listed firms to submit a Proposal in response to RFP 25-11-1613. The Scope of
Work includes, but is not limited to, the following:
• Preconstruction Services: The CMAR will work with the Architect and the City during the design
process to ensure the feasibility and constructability of the Public Safety Facilities (Police Expansion and
Fire Station No. 1 Renovation) Projects. The CMAR will also be responsible for cost estimates during
both the schematic design, design development, 95% GMP, and IFP/C phases of the project. The
CMAR will work with the Architect and City to ensure that the cost of construction of the Project is
within the estimated Construction Budget through the selection of construction systems and materials,
detailed CSI format cost estimating, scheduling, and other means, including identifying potential
constructability/conflict issues. The CMAR will also review the project schedule and identify the critical
path and long lead items. Upon the completion of the design development phase and prior to the
completion of the 100% set of construction documents, the CMAR will submit a proposal of a
Guaranteed Maximum Price (GMP) for the construction of the Project, which is within the Construction
Budget of the City.
• Bidding Services: The CMAR will serve as General Contractor to complete all work for the bidding and
construction of the project. The CMAR will be responsible for coordination of all bids, advertisement,
and solicitation, bid procurement, selection of sub-consultants or trade contractors as outlined in Texas
Government Code Chapter 2269. The expectation is for the CMAR to do Bid Assembly and provide the
Owner and Architect with transparency on the quotes received. The CMAR will also be responsible for
the issuance of pre-purchase orders for long lead items, if required.
• Construction Services: The CMAR will serve as General Contractor to complete all work for the
construction of the Project. The scope of Construction services will be determined based on the final
Drawings, Specifications, and any other necessary requirements set out in the Contract Documents.

• The work does not include the materials testing services necessary for the City to accept the Project;
this will be performed under a separate contract with an independent provider engaged directly by the
City.
Project Budget
The proposed Police Station Expansion project budget is Four Million Nine Hundred Thousand Dollars
($4,900,000.00) and the proposed Fire Station No. 1 Renovation project budget is One Million Eight Hundred
Thousand Dollars ($1,800,000.00).

Footnote: The City of Lake Jackson reserves the right to adjust time and dates on above projected
schedule if it's in the best interest of the City of Lake Jackson. Contracts will be awarded upon funding
availability.
The accompanying RFP with its terms, conditions, attachments and all other forms in this RFP package are due
by or before the deadline noted above. Proposals received after the due date and time will not be accepted. All
proposals meeting the required deadline will be read publicly at City Hall on Wednesday, February 25, 2026 at
2:00 p.m. CST in accordance with the City of Lake Jackson Purchasing Policies and Procedures.
