Description

Synopsis: The U.S. Department of State’s Bureau of Overseas Buildings Operations, Directorate of Program Development, Coordination and Support, Office of Special Projects Coordination (SPC) is responsible for the development, implementation, and execution of a Construction Security Monitoring Program (CSMP) at select overseas diplomatic facilities.



OBO/PDCS/SPC requires construction security monitoring services at select overseas Department of State construction sites and storage areas managed by OBO’s Office of Special Projects Coordination. There is also a requirement for domestic construction security monitoring services of secure cargo destined for overseas sites uniquely complex security requirements in countries such as Vietnam, China, Russia, Cuba, and more. A Top Secret Facilities clearance is required of all firms working on SPC projects. All personnel will be subject to a Suitability Review prior to deployment. SPC’s mission is to provide safe, secure and functional facilities that represent the U.S. Government to the host nation and support our Embassy's’ staff in the achievement of U.S. foreign policy objectives. These services are needed to facilitate monitoring our construction site throughout construction execution.



Projects requiring this type of services range in complexity from completely new Embassy or Consulate compounds to systems upgrades at existing facilities. Projects requiring modernization services include a variety of building types and are usually located on operational diplomatic compounds that must be kept functional during construction. These projects may include new office buildings, annexes, or additions, existing Embassy and Consulate rehabilitations and renovations, fit out of leased commercial office space, security upgrades, and improvements to a variety of DOS residences. They may occur in nations with well-developed infrastructure, building codes and permitting processes, or in developing nations with challenging local conditions



This procurement is being set-aside for U.S. small business as described in FAR Part 19, NAICS CODE 561612. The Department of State anticipates awarding at least two indefinite delivery-quantity contracts under this procurement to U.S. small businesses.



Security Clearance Requirements for U.S. citizens – In order to be eligible to participate in the RFP and be awarded a contract, the firm must currently possess a Department of Defense (DOD) Top Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM). Firms will NOT be sponsored for a Top Secret facilities clearance. The RFP is scheduled to be released on or about December 15, 2025.
