Description

NASA Armstrong Flight Research Center (NASA/AFRC) has a requirement for Center Aerospace Ground Equipment Support Services (AGESS) which consist of: aircraft support services including critical/emergency and routine maintenance of aerospace ground equipment (AGE), mission support services, operation of aircraft batteries, critical life support, proof load testing, fuel delivery, aircraft fueling, nitrogen (N2) servicing, AGE equipment training, equipment painting, fire extinguisher inspection, aircraft static display inspection, and ramp sweeping.





NASA/AFRC intends to negotiate a contract performance schedule extension for the AGESS requirement at AFRC with the current incumbent contractor Kay & Associates, Inc. The AGESS requirement is currently performed under Contract NND17AL01C. The work and services covered by the current contract are vital to the NASA mission and must be maintained without interruption, both at the commencement and expiration of this contract. This acquisition is made pursuant to FAR 6.302-1(a)(2)(iii), which implements the authority for 10 U.S.C. 2304(c)(1) of only one responsible source. It has been determined that this requirement is available only from the original source for the continued provision of highly specialized services and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. NASA AFRC must therefore ensure continuity of these services to avoid significant adverse impact to the AFRC and the overall NASA mission.





A solicitation will be issued to procure these services prior to expiration of this extension.





The Government does not intend to acquire a commercial item using FAR Part 12.





Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Melissa Newell at melissa.newell@nasa.gov and Tanjanica Jackson at tanjanica.s.jackson@nasa.gov not later than 12:00pm PT on November 22, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
