While not requested by the Government during pre-solicitation efforts, follow-up questions to the Government’s RFI responses were received. To ensure maximum understanding and clarity of the BTSS Follow-on requirements, Government responses are attached. No additional or follow-up RFIs will be reviewed at this time.
Separately, in early Fiscal Year 2026, the Army Contracting Command (ACC) deployed the Electronic Cost Reporting and Financial Tracking (eCRAFT) Enterprise tool (E2) to all ACC organizations. E2 is a tool designed to enhance cost reporting and financial tracking utilizing standardized labor categories, authoritative data, and automated reports. As of 01 Mar 2026, E2 and its utilization is required for service contracts/orders that contain Cost type CLINs. Accordingly, requirements for compliance with eCRAFT will be incorporated within applicable sections of the final BTSS Follow-on RFP (e.g. the PWS at Attachment 1 and Technical Exhibit C). Offerors will be required to provide information listed within Section L of the solicitation.
The Final RFP is anticipated to be issued before the end of this week, on or before 06 Mar 2026.

Government responses to the questions and comments ("RFIs") received as part of the 02 Feb 2026 DRFP package posting are attached. All parties are reminded responses, and Government requirements, are subject to change and are not firm until issuance of the Final RFP package. Industry Day indicated a schedule identifying Final RFP issuance on 13 Feb 2026. The anticipated Final RFP release date has shifted to on/about 02 Mar 2026, as identified in the Synopsis action, posted (today, 13 Feb 2026) separately.
