Description

The East Services Branch, Health Readiness Contracting Office (HRCO), Joint Base San Antonio, Fort Sam Houston, TX intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to Rees Scientific Corporation, 1007 Whitehead Road Ext., Ewing, NJ 08638-2528, utilizing the authority of Title 41 U.S.C. ยง1901(e)(2) as implemented in FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.



This requirement is for preventive maintenance, repair, validation/calibration, hardware, and system software support/upgrades for the Government-owned TSMP Monitoring Systems located at the Ireland Army Health Clinic in Fort Knox, KY. All TSMP must be continuously monitored to ensure that storage ranges are between 2-8 Degrees Celsius, IAW Food and Drug Administration, Manufacturer, and DHA AI 4140.01, TSMP Management Program.



The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The provision of highly specialized services when it is likely that award to any other source would result in - (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements.



All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any concerns with this intent to Sole Source may be submitted for consideration by the Government to Contracting Officer, Sara Fetterolf, at sara.m.fetterolf.civ@health.mil and Contract Specialist, Mohamed Koroma at mohamed.k.koroma.civ@health.mil with the Notice ID number referenced in the subject line.
