Description
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a cost type contract for pediatric medical services in support of the Educational and Developmental Intervention Services (EDIS) program, on behalf of Navy Bureau of Medicine and Surgery (BUMED). The Government intends to solicit this requirement unrestricted using the procedures in FAR Part 15, Contracting by Negotiations. The Small Business office has reviewed this market research and concurs with the acquisition strategy identified herein. Award will be made on a best value (trade-off) basis.
This requirement supports the EDIS program with Early Intervention Services (EIS) to infants/toddlers (birth to 36 months) and Related Services (RS) to students receiving special education in Department of Defense Education Activity (DoDEA) schools overseas.
EDIS Services are required at Military Treatment Facilities (MTFs) Outside the Continental United States (OCONUS) in communities supported by the DoDEA schools. OCONUS Navy EDIS programs are located in the Pacific and Atlantic Regions to include: USNH Okinawa, Japan; USNH Yokosuka, Japan; USNH Guam; USNH Rota, Spain; USNH Naples, Italy; USNH Sigonella, Italy; US NBHC Bahrain; and any associated branch clinics.
The base period of performance for this acquisition is anticipated to begin on 01 August 2025 and continue through 31 July 2026. The proposed contract will contain four one-year options periods. FAR 52.217-8, Option to Extend Services, will be included in the solicitation and contract.
The option will be evaluated in accordance with FAR 17.206(a). The Product Service Code (PSC) and North American Industry Classification System (NAICS) codes applicable to this requirement are Q516 Support - Medical: Pediatric and 621112 Offices of Physicians, Mental Health Specialists, respectively.
The Small Business size standard associated with 621112 is 13.5M. The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil and sam.gov. It is anticipated that the solicitation will be released on or about 20 January 2025. Paper copies, faxed copies, or email copies of the solicitation will not be provided.
Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released seven days (7) after this synopsis. The closing date for the receipt of offers will be set forth in the RFQ.
