Notice to Contractors
Sealed bids addressed to the City of Russellville will be received at the offices of the Mayor at 203 S. Commerce, Arkansas 72801, at the Reception Desk on the 2nd Floor until 10:00 a.m. on May 12, 2026 and then will be publicly opened in the Council Chambers on the 2nd Floor and read for furnishing all labor, material, equipment, and performing all work required for the following projects:
PRE-BID MEETING
An optional Pre-Bid meeting will occur at the intersection of S. Muskogee Ave. and W. 12th St. at 9:30 a.m., April 30, 2026. This will give prospective bidders, City staff, and Design Engineer the opportunity to meet and receive any questions regarding the project.
Schoolhouse Trail – Muskogee Ave.
The project consists of construction of a multi-use trail. Construction items will consist of clearing and grubbing; preparation and shaping of subbase; installation of concrete trail; installation of concrete retaining wall; installation of drainage; stripping; installation of electrical conduit, boxes, and fixtures; ADA ramps; and other applicable items as described in the plans and specifications.
The attention of bidders is called a State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.
The City of Russellville hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title IV of the Civil Rights Act of 1964 also apply. The contract is subject to the Davis-Bacon Act of 1931 and the contractor will be required to use LCPtracker as the system of record for collecting certified payrolls and verifying that they are meeting the wage requirements. Buy America provisions apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
Each bid shall be accompanied by a certified check or bank draft made payable to the City of Russellville or an acceptable bid bond for an amount not less than 5% of the total bid.

The City of Russellville encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors who require sub-contractors seek qualified small, minority and woman owned businesses to partner with them.
Proposals will be considered on the basis of cost, the bidder’s financial responsibility, his equipment, and his past performance in completing similar work. The City of Russellville reserves the right to reject any or all bids, to waive any formalities, and to accept the proposal deemed to be for their best interest.
