Questions on the Classified Bidders' Library must be submitted to: usmaan.z.chaudhry.civ@mail.smil.mil

Subject line must contain: "OM&S Bidders' Library Questions".

Classified Bidders' Library: The classified Bidders’ Library will be located on SIPR. To request access, please submit a single SIPR email address along with individual name, company name and Unique Entity ID (UEI) to the email address below. The email subject must read: “MPE OM&S BL – SIPR POC [Insert company name]”

NOTE: The new file "(CUI) GENERAL - MPCO SW List 2 Nov 23 v3" is MPCO wide (covering software for multiple capabilities) and supersedes the previous Software List specific to US BICES / BICES-X uploaded to the Bidders' Library on sam.gov on 2 Nov 23 (titled "(U) BICES - US BICES and BICES-X SW List_R1_28 Aug 23"). That list has now been deleted as this is the Software List of record for Bidders' Library purposes. Please use this for further reference.

TO: Interested Vendors - Mission Partner Environment – Operations, Maintenance and Sustainment (MPE OM&S) Acquisition

SUBJECT: Bidders’ Library – Batch 1

Please see attached to this announcement the first batch of Bidders’ Library documents for the MPE OM&S acquisition. Bidders’ Library documents are for the purpose of providing potential offerors with information related to the acquisition.

The Table of Contents (Excel sheet Bidders’ Library ToC_SAM) contains a list of all documents, organized by capability / category. Documents listed under “GENERAL” are those that do not refer to a specific capability but are still related to the over-all work required.

This posting will only include Bidders’ Library documents. All other documents (RFP, RFP attachments, etc.) are in the related MPE OM&S posting.

At this time, the only Bidders’ Library documents are those attached to this SAM posting. Going forward, it is anticipated all unclassified Bidders’ Library documents will be uploaded to SAM. It is possible some classified Bidders’ Library documents will be posted on the high-side (NRO ARC on JWICS or an alternate solution). Note: This is a deviation from the earlier stated intention to place all Bidders’ Library documents - classified and unclassified - on the NRO ARC on JWICS.

If Bidders’ Library documents are uploaded to the high-side, an update will be posted on SAM at the same time informing vendors of the high-side posting along with along with instructions to access it.
