Notice Type: Synopsis of Contract Action – Transformer Disposal – Sole Source Award to Gregory Spells
Justification, Statutory Authority: FAR 13.501(a)(2)(i) For a proposed contract exceeding the simplified acquisition threshold, but not exceeding $750,000, the contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures.

Synopsis:
This is a Sole Source synopsis published for informational purposes only.
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Gregory Spells located at 39425 Pocahontas DR Mechanicsville, Maryland 20659-2303 to supply and install window tints at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Gregory Spells being able to provide service and passing the requirement on being a SDVOSB.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
The proper disposal of transformers is crucial for maintaining the operational readiness of facilities that support those systems. The 37 different types of pad-mounted transformers targeted for disposal in this acquisition provide essential electrical power distribution to a wide range of activities across various military organizations. Transformer disposal requires strict environmental compliance (especially PCBs), safe handling, accurate identification, complete documentation, and timely execution. While primarily commercial, military security, remote locations, and PCB expertise add unique aspects. PCB testing, permitting, specialized equipment, transportation, and facility capacity are critical, long-lead items impacting cost and schedule.
The contract awarded from this requirement will be firm-fixed price. Per FAR 19.1406(a) A contracting officer shall consider a contract award to a SDVOSB concern on a sole source basis (see 6.302-5(b)(6)), before considering small business set-asides (see 19.203 and subpart 19.5) provided none of the exclusions of 19.1404 apply
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
