Description

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division Northeast (HCD-NE), on behalf of Walter Reed National Military Medical Center (WRNMMC), in support of the Orthopedic Surgery Department, intends to award a firm fixed price contract on a sole source basis to Government Solutions and Services, LLC located at 12812 Lamel DR Louisville, KY 40299-5180, Cage Code 88D93.



The anticipated award will be made under the statutory authority permitting Other than Full and Open competition pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements”. The contract is intended to procure an implant device Reverse Total Shoulder System. The plan specifies a ‘Customs’ Glenoid component indicating a complex anatomy that cannot be suitably addressed by a standard off-the-shelf implant. The use of a device manufactured specifically from the patient’s imaging is critical for ensuring proper fit and function. The surgical plan notes these components are provided under FDASIA, devices that qualify for the custom device exemption contained in section 520(b) of the Food, Drug, and Cosmetic Act (FD&C ACT) underscoring the unique non-competitive nature of this requirement. Estimated contract award is March 12, 2026.



This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice.



A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
