PURPOSE OF THIS ANNOUNCEMENT:

This is a solicitation announcement for design and construction services as

described within the announcement on www.sam.gov (SAM). Offerors are

INFORMATION ABOUT THE PROJECT:

This Request for Proposal (RFP) outlines the parameters for a design-build

project for construction of a facility in Mongo, Chad. This project will provide a new clinic building, two (2) raised water storage tanks, and separate ventilated improved pit (VIP) latrines. The design and construction must follow all applicable host nation codes and standards.

PROJECT LOCATION:

See Project Location Map provided as a solicitation attachment. This

project is located in Mongo, Chad. The coordinates are Latitude 12°11’03.8”N, Longitude 18°42’00.5”E

PRE-PROPOSAL SITE VISIT:

The Government has scheduled a site visit for 23 April 2025 at 1000 hours

Local Time. Offerors must pre-register their attendees no later than 21 April

2025. To Pre-Register, complete the site visit attendee information sheet

(attachment 20) and submit it via email to kelsey.j.lahue@usace.army.mil,

and Sterling.J.Alphonse@usace.army.mil. IMPORTANT: Any individuals

planning to attend must register in advance with all information provided

in the site visit attachment to be permitted access to the sites—please use

the attendee information sheet attached to the RFP. Also, space may be

limited, and as a result, the number of attendees per company may be

limited. Site visit location is the city of Mongo, Chad; 12°11’03.8”N, Longitude 18°42’00.5”E. Site visit attendance is not mandatory to submit a proposal.

HOW TO RESPOND TO THIS ANNOUNCEMENT:

Proposals must be prepared and submitted according to the instructions

within the contract solicitation (plus amendments). Full instructions on

how to submit a proposal are within the contract solicitation (plus

amendments). Please follow the instructions carefully. Please be sure to

submit your proposal no later than the time and date specified in the

solicitation (plus amendments). Interested offerors must submit a nonprice

proposal for evaluation in addition to a price proposal to be

considered for contract award.

Companies MUST be SAM registered to be eligible for award of any
