2404038 Notice to Bidders Village of Lemont Old Lemont Road Bridge Design
NOTICE TO BIDDERS
VILLAGE OF LEMONT, ILLINOIS
Time and Place of Opening of Bids: Sealed Proposals for the improvement described below will be received at the office of Lemont Public Works, 16680 New Avenue, Lemont, IL 60439 until 10:00a.m., October 17, 2025. Proposals will be opened and read publicly at 10:00 A.M., October 17, 2025, at the office of Lemont Public Works, 16680 New Avenue, Lemont, IL 60439.
Project: Old Lemont Road Bridge Design.
Proposed Improvement: Improvements to be performed under this contract consist of necessary repairs for the Old Lemont Road Bridge that crosses the Des Plaines River West of Lemont Road, South of Bluff Road, and North of Des Plaines River Drive. Repairs include neoprene expansion joint, 4". bridge deck concrete sealer, cleaning expansion joints and approach drains, reattaching a traffic barrier terminal, and all appurtenant construction as indicated in this bid package and on the plans prepared by HR Green, Inc.
Bidder Instructions:
1. Plans and proposal forms will be available electronically only from HR Green, Inc. by contacting Kelly Andrews at kandrews@hrgreen.com (815) 320-7120. The plans prepared by HR Green, Inc. dated October 1, 2025, shall be used as a reference document throughout the bidding and construction of the project.
2. Only qualified Contractors will be allowed to receive Plans and bid on this project. A “Statement of Experience” may be requested in order to receive the Bid Documents. The Village of Lemont reserves the right to only issue Bid Documents to Contractors who are regarded as qualified.
3. All proposals shall be accompanied by a cashier's certified check or bid bond upon a National or State bank or surety company in the amount of 10% of the total amount for the base bid payable to the Village of Lemont, as a guarantee that the bidder will enter into a contract and execute performance bond within fifteen (15) working days after notice of award and that his bid will not be withdrawn within forty-five (45) days after the date of opening of bids without the consent of the Owner and for future of bid bonds. Bids without a bid bond will not be considered.
4. All bid securities will be returned to the respective bidders within sixty (60) days after bids are opened, except those which the Owner elects to hold until the successful bidder has executed the contract and furnished the required bonds. Thereafter, all remaining securities, including security of the successful bidder, will be returned within ninety (90) days.
5. The successful bidder must furnish both a performance bond and a payment bond upon approved standard form in the amount of 110% of the contract price from an approved surety company licensed by the State of Illinois, or acceptable, according to the latest list of companies holding certificates of authority from the Secretary of the Treasury of the United States, or other surety or sureties acceptable to the Owner.
6. All proposals must be accompanied by a proposal guaranty as provided in BLRS Special Provision for Bidding Requirements and Conditions for Contract Proposals contained in the "Supplemental Specifications and Recurring Special Provisions."
7. The Awarding Authority reserves the right to waive technicalities and to reject any or all proposals as provided in BLRS Special Provisions for Bidding Requirements and Conditions for Contract Proposals contained in the "Supplemental Specifications and Recurring Special Provisions".
8. The Village of Lemont may disqualify a bidder for outstanding debts to the Village.
9. Submission of a bid shall be conclusive assurance and warranty the bidder has examined the plans and understands all requirements for the performance of work. The bidder will be responsible for all errors in the proposal resulting from failure or neglect to conduct an in-depth examination. The Awarding Authority will in no case be responsible for any costs, expenses, losses, or changes in anticipated profits resulting from such failure or neglect of the bidder.
