Notice of Intent to Award the requirement Enterprise Cloud Analytics & Processing (eCAP) on a Sole Source Basis:
This is a notification of the intent of the Army Contracting Command (ACC) Aberdeen Proving Ground (APG) to issue a sole source award to Data Systems Analysts Inc. (UEI PJYKT417Q1J9) under NAICS Code 541715.
This effort is being awarded in accordance with 10 U.S.C. 3204(a)(5) as implemented by FAR Part 6.302-5 -- Authorized or Required by Statute -- section 874 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2022 (Pub. L. 117-81; 10 U.S.C. 3204) and section 872 of the NDAA for FY 2024 (Pub. L. 118-31; 10 U.S.C. 3204). Sections 874 and 872 authorize the establishment of a pilot program that allows for the noncompetitive award of certain follow-on contracts to contractors that meet the definition of a qualified business (see DFARS 270.101). The ACC has applied for and been approved to issue a sole source award under this program on 14 May 2025.
The eCAP requirement is a follow-on to Responsive Strategic Sourcing for Services (RS3) task order entitled, Technology Enabled Analytics (TEA) number W15P7T17D0161 W56KGU23F0003. eCAP provides continued support for the Army’s Digital Transformation initiatives, which includes various Cloud Modernization efforts. These efforts range from the modernization of legacy software systems, enhancement of enduring capabilities, and the development of future capabilities across the Army and Defense Intelligence Enterprise.
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. No reimbursement for any cost connected with providing capability information will be provided. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements. Responses received may be evaluated; however, a determination by the Government to compete the eCAP requirement upon responses to this notice is solely within the discretion of the Government and is not guaranteed.
