Municipal District of Taber
General Information
The Municipal District of Taber (MD) is seeking competitive proposals from engineering professionals for the design, tender and construction of the Hays Sanitary Replacement project. The project involves the removal and replacement of approximately 715m of existing sewer line. The existing vitrified clay line crosses beneath ATEC HWY 875 north of the Hamlet of Hays then continues north parallel to the highway in a sewer ROW adjacent to the highway ROW. A section of the existing line east of the highway is located on Bow River Irrigation District Land (BRID). The anticipated scope of services is as follows but not limited to:
1. Preliminary Engineering & Feasibility
• Alternative Analysis: Evaluate trenchless options specifically for replacement (e.g., Pipe Bursting vs. Slip-lining vs. Casing Bored/Jacked).
• Hydraulic Modeling: A report and survey data from MPE, a division of Englobe can be provided for pipe sizing and hydraulic modeling purposes.
• Geotechnical Investigation: An investigation was conducted on a portion of the site and will be provided which includes trenchless excavation methods for the highway crossing. Further investigation will be required for the remainder of the site.
2. Survey & Subsurface Utility Engineering
• Topographic Survey: Survey of the highway surface at the crossing and drainage ditches, existing manholes and rim elevation data is to be provided. Confirmation of this data is recommended
• High-intensity locating. Highway corridors in Alberta often contain "pushed" utilities that aren't always where the records say they are.
3. Design & Construction Documentation
• Plan and Profile Drawings: Create detailed profiles showing the separation between the new sewer main and highway sub-grade/other utilities.
• Casing Design: If required by Alberta Transportation, design a steel casing pipe including carrier pipe spacers and end seals.
• Structural Calculations: Perform "Pipe Loading" calculations to ensure the new pipe material can withstand the CL-800 (or standard Alberta Highway) live loading.
• Sewage management plan: Create a plan to ensure the adequate drainage of the sewer system. The sewer system must remain live as there is currently no bypass available.
4. Regulatory & Stakeholder Management
• The successful proponent will be responsible for all provincial proximity permits and environmental compliance.
• Alberta Transportation (AT) Approvals: * Submit the Utility Placement Permit application.
o Ensure the design meets the Highway Guide Roadside Design Guide.
• Environmental Protection: Draft the ECO Plan (Environmental Construction Operations) for provincial submission, focusing on spill prevention (for drill mud) and erosion control.
• Right-of-Way (ROW) Agreements: Coordinate with Alberta Infrastructure or private landowners for temporary workspace (TWS) for the drill rig/bursting pits. The MD had previous agreements with BRID as well, these agreements can be renewed by the MD to ensure access is granted.
5. Procurement & Tender Support
• Technical Specifications: Write specifications for the specific trenchless and trenched methods.
• Bid Evaluation: Review contractor qualifications—specifically their experience with VCP fragmentation and highway crossings.
6. Construction Engineering & Inspection
• Settlement Monitoring Plan: Design a monitoring program according to ATEC requirements to ensure the highway surface does not "heave" (from drilling pressure) or "settle" (from the bursting void).
• Shop Drawing Review: Review submittals for the pipe, fusion logs, and shoring designs.
• Record Drawings: Finalize "As-Built" drawings based on GPS data collected during the pull.
7. Value Engineering (deletable)
• The successful proponent should provide additional information or services that may increase the value of the project without compromising the functional requirements of the project.
Current Environment
The pipe that is being proposed to replace is a 250mm vitrified clay pipe (VCP). This pipe has been observed to have cracks/fractures throughout with an inconsistent grade. The approximately 715 m replacement will be located on the existing pipeline between manholes 1K to 1P indicated on the map provided.
The southernmost portion of the proposed project is on BRID land and travels through a fenced grassy area, and across a secondary highway (HWY 875). Then continues north parallel to the highway ROW and a BRID irrigation line. Land access was previously provided by BRID and private landowner to the west of the project. Considerations were previously made for fall construction to accommodate harvest and allow landowners pivot to be unobstructed by construction.
