Upper Providence Township, Montgomery County, will receive sealed bids online for the Black Rock Fuel Station project. Sealed bids to be submitted and updated online via the PennBid™ Program until 10:00 A.M. local time, Wednesday, November 12, 2025

The project includes providing all labor, equipment, and materials to supply and install a Highland Fireguard HT-1105 15,000 gallon split compartment, 10,000 gallon gasoline and 5,000 gallon diesel, fuel tank with Teir 2 HL-87 fuel dispensing systems, HT-6121 Authentication Devices, and HT-6105 High-Link Software Application or approved equal.  Any substitutions must be submitted in accordance with Instructions to Bidders, Article 11, Substitutions And “Or Equal” Items. for review and approval 15 days prior to the bid submission deadline.  Substitution submissions must be complete with plans and design specifications, and must be compatible with the Township’s existing systems.  Project includes the construction of a reinforced concrete pad to support fuel tank and fuel dispensing equipment, installation of underground electrical conduit(s) by open trench in lawn areas and directional drilling under existing paved areas, extension of an eight-inch watermain, relocation of the existing water main blow-off valve system, storm sewer system extension. and the extension of a paved drive with a cul-de-sac turnaround with concrete curb. The work also includes the excavation and/or placement and compaction of fill material to bring the site to grade, loading and hauling excess material to an on-site stockpile next to the work area, and placement of topsoil, and final grading. Work also includes temporary erosion and sedimentation controls during construction and site stabilization activities of all disturbed areas with seed and mulch, and removal and proper disposal of construction debris and rubble.

Each bid must be accompanied by a bid bond or a certified check in an amount not less than ten percent (10%) of the amount of the bid in the form and subject to the conditions provided in the Instructions to Bidders. No bid may be withdrawn for the period of days stated in the bid form from the date the bids are opened. The successful bidder will be required to furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Contract amount and a Maintenance Bond in the amount equal to fifteen percent (15%) of the contract amount, thereafter required on the specified Bond Forms included in the Contract Documents and Waiver of Lien.

The right is reserved to waive any informality in the Bid, to reject any or all Bids, and to accept any Bid which is deemed most favorable to the Owner, at the time and under the circumstances stipulated.

The work in this contract shall be paid for in accordance with the Pennsylvania Prevailing Wage Act (Act No. 442)
